Job Description

The Manager, Public Safety Communications Facilities will be responsible for the oversight and management of Public Safety Land Mobile Radio (LMR) remote sites and related support staff. This position plays a critical role in maintaining the reliability, readiness, and resiliency of the City’s public safety communications infrastructure. The selected candidate will manage day-to-day remote site operations, coordinate site access, oversee maintenance activities, support infrastructure upgrades, and serve as a key liaison between Public Safety Communications, building management, vendors, and internal technical teams.

The successful candidate will serve as the Manager of Public Safety Communications Facilities reporting to the Public Safety Communications Unit.

Responsibilities will include but not limited to:

- Oversee the operation and maintenance of Public Safety LMR remote radio sites, including shelters, rooftops, antenna locations, equipment rooms, towers, backhaul infrastructure, power systems, and related site components;

- Manage and coordinate access to remote sites for staff, vendors, contractors, and agency partners, ensuring that work is properly scheduled, documented, and completed in accordance with operational requirements;

- Supervise support staff assigned to remote site operations and provide direction on inspections, site visits, maintenance tasks, issue escalation, and follow-up activities;

- Oversee vendor management, including coordinating service calls, reviewing work schedules, tracking deliverables, confirming completion of maintenance and repair work, and ensuring vendors meet operational and contractual expectations;

- Support and manage projects involving remote site upgrades, technology refreshes, equipment replacements, infrastructure improvements, antenna work, shelter maintenance, backhaul changes, power upgrades, and other public safety communications initiatives;

- Coordinate closely with engineering, operations, facilities, vendors, and building representatives to ensure projects are completed safely, efficiently, and with minimal impact to public safety communications;

- Responsible for developing and maintaining preventive maintenance schedules for remote sites, ensuring that inspections are performed regularly and that issues are identified and addressed before they impact system performance: This includes coordinating inspections of radio shelters, antenna systems, grounding, cabling, environmental systems, power infrastructure, and other critical site components;

- Serve as a liaison with building management, landlords, property owners, and facility contacts for issues related to site access, construction impacts, lease requirements, maintenance coordination, safety concerns, and building-related changes that may affect public safety communications equipment;

- Maintain accurate records of site equipment, inventory, site conditions, access procedures, vendor activity, maintenance history, antenna information, and other critical operational data.

- Manage special projects and initiatives as assigned.

HOURS/SHIFT

Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

COMPUTER SYSTEMS MANAGER - 1005D

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
