Working collaboratively with senior management, French Language Services, employees and Learning and Development practitioners, you identify development needs, provide expert advice and coaching to managers, and design and implement learning solutions that enhance employee language proficiency and promote a bilingual workplace culture.\nYou are coordinate the corporate language proficiency testing program, including the selection and implementation of assessment tools to meet organizational requirements. You serve as an advisor on second-language training and testing matters; conduct research and recommend program and policy improvements; oversee procurement activities and service provider contracts, including the development and evaluation of RFPs; and supervise one Program Assistant.\nEDUCATION AND EXPERIENCE\nCompletion of 4 year university degree in Linguistics, Second Language Teaching, Business Administration, Public Administration or a related field, with specialization in Adult Education, Training or Organizational Effectiveness\nMinimum of 5 years of related experience in providing French or English Second Language training and testing services and managing projects, with specialist experience in Adult Learning\n CERTIFICATIONS AND LICENCES\nCertificate in teaching French or English as a second language to adults is desirable\nCertified Human Resources Leader (CHRL) designation is desirable\nKNOWLEDGE\nA thorough working knowledge of principles and practices of adult education, as well as learning and development practices and evaluation methodologies \nSecond Language training and testing principles and practices \nKnowledge and application of non-classroom learning methodologies such as web based training\nThorough knowledge and application of project management methodologies\nAn advanced level of client consultation and group facilitation skills\nMarketing and communication strategies\nStrategic and operational planning\nCareer development practices\nLegislation and policies affecting training, testing and development\nMust possess the training, experience and knowledge to organize the work and its performance\nMust be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures\nCOMPETENCIES, SKILLS AND ABILITIES\nPlan, procure, direct and evaluate testing programs and training courses and other learning strategies including computer-based and multi-media training initiatives\nManage the work and contracts of external consultants \nSupervise program support staff\nManage projects within a team environment\nArticulate and set clear expectations\nMarket and effectively advertise programming to clients\nConduct research, perform analysis and present research findings and recommendations\nCommunicate effectively and persuasively, both orally and in writing, to all organizational levels within the city \nDevelop and maintain productive working relationships at all levels within the corporation\nExercise integrity and sensitivity to employees’ growth and development\nPlan and organize at an advanced level\nWHAT YOU NEED TO KNOW\nLanguage Requirement: Designated Day 1 Ready - immediate requirement for language proficiency: French: oral, reading, writing English: oral, reading, writing Candidates must meet language requirement for position upon hire. \nExperience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements. \nPlease save a copy of the job poster.
