Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.\nJob Summary\nUnder supervision of the Information Management Coordinator for Revenue Applications, this position develops, enhances, maintains and supports enterprise and business systems for the Corporate Revenue Department.\nDuties & Responsibilities\nSupports and implements computer based systems within the Corporation. Writes and modifies computer programs using the appropriate development and support tools.\nPrepares test data to verify the accuracy and completeness of new and modified systems, jobs and programs.\nPrepares and modifies system, job, program and operating documentation according to corporate standards.\nResponds to, and resolves, system and production failures, as required.\nPrepares proposals and recommendations for management action.\nPerforms project roles as assigned.\nMaintains current knowledge of IT trends, procedures and standards.\nProvides training, advice and guidance to staff, as required.\nAssists with the development of corporate IT policies, procedures and standards.\nPerforms other related duties as assigned.\nQualifications\nEducation, Training and Experience Requirements\nDegree in computer science plus four years' progressively responsible experience in Information Technology including 1-year current progressively responsible experience in all the following:Development and maintenance of enterprise applications using .NET and PowerBuilder programming languages.\nAdvanced knowledge and expertise in use of Microsoft SQL Server, SSIS, and SSRS.\nUse of Azure DevOps for sprint planning, version control, and release management.\n\nOR\nSuccessful completion of a recognized, two-year, post-secondary computer technology or business systems program plus six years' progressively responsible experience in Information Technology including 1-year current progressively responsible experience in all the following:Development and maintenance of enterprise applications using .NET and PowerBuilder programming languages.\nAdvanced knowledge and expertise in use of Microsoft SQL Server, SSIS, and SSRS.\nUse of Azure DevOps for sprint planning, version control, and release management. \n\nKnowledge, Abilities and Skills\nDemonstrated knowledge and experience developing and maintaining utility billing & metering, property tax & assessment, and point-of-sale applications in an enterprise setting, such as CIS, CAMA and Payment Manager.\nDemonstrated skill and expertise in the areas of desktop and web software development, including experience writing software using .NET and PowerBuilder programming languages.\nDemonstrated knowledge of creating and maintaining integrations with other enterprise and business systems, including Advanced Metering Infrastructure (AMI) systems (such as Connexo and MeterSense), permitting & licensing systems (such as POSSE), and asset management systems (such as SAP S4/HANA and ESRI GIS technologies).\nSkilled using Microsoft Windows and SQL relational databases, including experience working with SQL Server Integration Services (SSIS) and SQL Server Reporting Services (SSRS).\nSkilled using client/server and n-tier development tools and methodologies.\nConsiderable knowledge and skill in the operation and capabilities of computer architectures.\nKnowledge of the principles and applications of data-processing documentation.\nKnowledge and skill using project management tools and techniques, and the ability to participate in all project roles.\nDemonstrated ability to establish and maintain effective working relationships.\nDemonstrated ability to communicate effectively, orally and in writing, including preparing and conducting presentations.\nDemonstrated customer services skills, including the ability to deal effectively and tactfully with internal and external stakeholders.\nDemonstrated skill in critical thinking and problem-solving. \nRequires Security Check\nAcceptable current Criminal Record Check (CRC) upon offer of employment.\nAdditional Requirements\nEvening work and call-backs may be involved.\nWeekly Hours: 36.67\nSalary Range: $85,754.16 to $89,817.84 CAD per annum (2026 rates)\nDiversity, Equity and Inclusion\nThe City of Saskatoon offers an inclusive workplace that embraces diverse backgrounds.
