Learn more about our Purpose and what drives us by visiting our Who We Are page.\nReports to: Procurement Manager\nPosition Description:\nThe Procurement Agent is responsible for the front-end procurement, contracting, and commercial-risk activities required to position projects for successful execution. Serving as a key link between Preconstruction, Procurement, and Operations, the role leads procurement strategy, subcontractor and vendor engagement, tendering, contract negotiation, procurement governance, and contract execution from project award through startup. Leveraging strong construction procurement and contract-management expertise, the manager ensures procurement activities are commercially sound, contractually compliant, and aligned with project budget, schedule, quality, and operational objectives.\nEssential Duties & Key Responsibilities:\nLead the procurement and contracting components of project turnover from Preconstruction to Operations and support project startup planning.\nParticipate in design reviews, constructability reviews, tender evaluations, bid levelling, award recommendations, and project launch activities.\nReview owner contracts, drawings, specifications, and project requirements to identify contractual risks, procurement constraints, scope gaps, and commercial opportunities.\nDevelop procurement strategies, subcontract award plans, procurement schedules, and long-lead material strategies aligned with project objectives.\nSupport development of project budgets and procurement risk assessments.\nLead all subcontractor and vendor procurement activities from solicitation through contract execution.\nDevelop bid packages, scopes of work, special conditions, and procurement documentation.\nManage subcontractor and vendor prequalification, tendering, bid reviews, scope clarification meetings, and contract negotiations.\nEvaluate trade partner capabilities through financial analysis, reference verification, bonding capacity, pricing, backlog, manpower, operational capability, and risk assessment to support award recommendations.\nEnsure subcontract agreements comply with project requirements, insurance and bonding obligations, safety standards, and corporate governance requirements.\nMaintain strategic relationships with subcontractors and suppliers while monitoring market conditions, trade capacity, and pricing trends.\nManage procurement governance processes, including subcontract approvals, risk reviews and sub-contract execution.\nSupport project teams with contract administration, subcontract interpretation, and commercial issue resolution.\nMonitor procurement milestones and identify risks impacting budget, schedule, or project execution.\nAssist in resolving subcontractor performance issues, claims, liens, surety matters, and contractual disputes.\nSupport procurement reporting and project review processes.\nParticipate in owner, consultant, and subcontractor meetings as required to support project objectives.\nLeadership & Continuous Improvement\nFoster collaboration between Preconstruction, Procurement, and Operations teams.\nMentor and support the development of Project Coordinators, Assistant Project Managers, and other team members.\nPromote best practices in procurement, contract management, risk management, and project delivery.\nChampion continuous improvement initiatives, Lean principles, and operational excellence.\nPerform other duties and responsibilities as assigned.\nQualifications:\nBachelor's Degree in Construction Management, Engineering, Commerce, Supply Chain Management, or related field, or equivalent combination of education and experience.\nMinimum 5 years of progressively responsible experience in construction project management, procurement, contract administration, or commercial management.\nStrong understanding of construction operations, project delivery methods, and procurement practices.\nDemonstrated experience managing subcontractor procurement, contract negotiations, and project startup activities.\nAdvanced knowledge of construction contracts, indemnity provisions, insurance requirements, bonding, and commercial risk management.\nAbility to read and interpret contract documents, drawings, specifications, scopes of work, schedules, and estimates.\nExperience leading tendering, bid levelling, subcontract negotiations, and contract award processes.\nStrong financial acumen including budgeting, forecasting, cost management, and risk analysis.\nExcellent verbal and written communication skills.\nProven leadership, relationship-building, and stakeholder management capabilities.\nStrong negotiation, analytical thinking, and problem-solving skills.\nExperience with Lean construction principles, BIM, and collaborative project delivery methods is considered an asset.\nProficiency with Microsoft Office Suite, construction management platforms, and ERP systems (SAP experience considered an asset)\nReady to build your career with us?
