This position provides strategic leadership and oversight for all phases of project execution, including financial management, scheduling, contract administration, procurement, quality control, field operations, and technical management in accordance with contract requirements, engineering plans, project specifications, and corporate policies. Other responsibilities include preparing proposals, estimating costs, developing and forecasting schedules, planning projects, coordinating with engineering and field teams, overseeing field execution, mentoring project teams, and managing project closeout.\nThe ideal candidate has extensive experience managing heavy civil construction projects involving infrastructure, site development, underground utilities, environmental remediation, roadways, bridges, industrial, or other civil construction work and possesses a strong understanding of engineering drawings, technical specifications, project controls, and government contract requirements.\nEssential Responsibilities\nEnsure adherence to all Company safety procedures and promote a culture of safety throughout all phases of project execution. \nDefine project goals, policies, processes, and performance benchmarks in accordance with contract requirements, engineering specifications, project plans, and Company policies. Develop project schedules, budgets, forecasts, and execution plans to achieve successful project performance and favorable client evaluations (CPAR). \nServe as the primary point of contact for clients by strategically planning and directing all client communications necessary to achieve project objectives, strengthen client relationships, and support future business opportunities. \nCollaborate with the Pre-Construction and Proposal Teams during proposal preparation, estimating, and contract negotiations with architects, engineers, consultants, clients, suppliers, and subcontractors. \nReview and interpret civil engineering drawings, specifications, geotechnical reports, utility plans, and contract documents to ensure project compliance and successful execution. \nIdentify, plan, organize, and assist with project staffing needs while adhering to the Company's hiring practices and coordinating with the Field Operations Manager. \nProvide leadership, guidance, and mentorship to Project Managers, Assistant Project Managers, Project Coordinators, and other project personnel to promote professional development and successful project execution. \nEnsure projects are completed safely, on schedule, within budget, and in accordance with established quality standards, contract requirements, and client expectations. \nEnsure project profitability by effectively managing project financials, including budget development, forecasting, cost tracking, earned value, progress reporting, and change management while protecting the Company's interests and maintaining positive relationships with clients, subcontractors, vendors, and engineering consultants. \nRequest and approve procurement of vendors, subcontractors, materials, equipment, and supplies within approved guidelines and project budgets. \nCoordinate with Superintendents, Quality Control Managers (QCMs), Site Safety and Health Officers (SSHOs), Project Managers, Project Coordinators, subcontractors, suppliers, and engineering teams to ensure successful execution of civil construction activities. \nOversee Requests for Information (RFIs), submittals, change orders, schedule updates, contract modifications, claims, and project documentation to ensure compliance with project requirements and contract obligations. \nVisit project sites to monitor construction progress, resolve complex field issues, and support project teams in achieving schedule, quality, safety, and financial objectives. \nAct as the QCM (Quality Control Manager), SSHO (Site Safety and Health Officer), or Superintendent to provide temporary support onsite when necessary. \nPerform other duties as assigned. \nReporting Structure\nReports to the Director of Operations. \nThis position has direct reports. \nRequirements\nRequired Skills\nDemonstrated capability to develop, lead, and foster a cohesive team environment while successfully managing multiple heavy civil construction projects. \nEffectively represents the organization professionally through written correspondence, virtual interactions, and face-to-face meetings with clients, engineers, subcontractors, government representatives, team members, and other stakeholders to strengthen relationships and drive business growth. \nComprehensive understanding of heavy civil construction, project scheduling, construction means and methods, contract administration, procurement, quality control, financial planning, cost tracking, engineering plans and specifications, and construction equipment. \nAbility to read and interpret civil engineering drawings, grading plans, utility plans, structural plans, technical specifications, geotechnical reports, and construction contracts. \nDemonstrated experience managing project budgets, schedules, subcontractors, procurement activities, contract compliance, and multiple project teams simultaneously. \nProficient in Microsoft 365 applications, Microsoft Project, and Primavera P6. \nAbility to adjust to changing project conditions, embrace innovative solutions, and effectively manage competing priorities. \nProven ability to work independently, make sound business decisions, consistently deliver high-quality results, and effectively lead complex construction projects. \nEducation & Experience\nBachelor's degree in Construction Management, Civil Engineering, Construction Engineering, or a related field and four (4) years as a CMS Assistant Project Manager or more than nine (9) years of similar outside civil construction project management experience; OR \nAssociate's degree in Construction Management, Civil Engineering Technology, or a related field and six (6) or more years as a CMS Assistant Project Manager or more than eleven (11) years of similar outside civil construction project management experience; OR \nHigh School Diploma or GED and eight (8) years as a CMS Assistant Project Manager or more than thirteen (13) years of progressively responsible heavy civil construction project management experience, including management of large, complex civil construction projects. \n Preferred Qualifications:\nExtensive experience managing heavy civil construction, infrastructure, site development, underground utilities, roadway, bridge, environmental remediation, industrial, or federal construction projects. \nExperience with USACE, NAVFAC, Department of Defense (DoD), DOT, FAA, GSA, municipal, or other government construction contracts is highly preferred. \nExperience managing multiple concurrent projects, large project teams, and complex contract requirements. \nFamiliarity with Quality Control Plans (QCP), Accident Prevention Plans (APP), Environmental Protection Plans (EPP), Three-Phase Quality Control, EM 385-1-1 requirements, and government construction documentation. \nExperience with construction management software such as CMiC, Procore, Bluebeam Revu, RMS/QCS, or similar platforms is preferred. \nTravel\n20%-50% Travel Required. \nTravel frequency is subject to change based on project volume and scope. \nMust have a valid driver's license, be insurable under the Company's insurance policy, and be able to travel as required. \nMust be able to pass a background check to access military installations. \nPhysical Requirements\nThis position may require Team Members to work in both field and office settings. When working in the field, Team Members will be exposed to active construction environments, including moving heavy equipment, uneven terrain, excavation activities, utility installations, and varying weather conditions such as heat, humidity, cold, rain, and wind. Noise levels may be high due to operating construction equipment and machinery. Team Members must be able to lift and move objects weighing up to 40 pounds using proper lifting techniques and perform repetitive physical activities for extended periods without undue fatigue. Field work requires frequent standing, walking, climbing, bending, reaching, and the ability to navigate active construction sites safely. When working in the office, Team Members can expect a climate-controlled environment with moderate noise levels. Duties require prolonged periods of sitting, regular use of computers, telephones, printers, and other office equipment, and participation in in-person and virtual meetings.
