Proposal Engineer - Renewable Energy

Bureau Veritas Philippines is seeking a highly motivated Proposal Engineer to support business growth within the Renewable Energy sector. The successful candidate will be responsible for preparing competitive technical and commercial proposals, managing bid submissions, coordinating with internal stakeholders, and ensuring compliance with client requirements.

The ideal candidate has strong experience in bidding and tender documentation, proposal preparation, cost estimation, and renewable energy projects, particularly in Solar PV, Wind Energy, Battery Energy Storage Systems (BESS), and Power Projects.

Key Responsibilities

Proposal & Tender Management

• Lead the preparation and submission of technical and commercial proposals for renewable energy projects.
• Review Request for Proposal (RFP), Request for Quotation (RFQ), Invitation to Bid (ITB), and tender documents.
• Analyze client requirements, scope of work, specifications, and contractual obligations.
• Prepare bid documentation in accordance with client requirements and submission deadlines.
• Maintain proposal schedules and ensure timely submission of tenders.

Technical Proposal Development

• Coordinate with engineering, operations, and technical teams to develop compliant technical proposals.
• Prepare project methodologies, execution plans, technical approaches, and staffing plans.
• Ensure technical proposals align with international standards and client expectations.
• Develop technical presentations and bid clarification responses.

Cost Estimation & Commercial Support

• Prepare cost estimates, pricing structures, and commercial proposals.
• Coordinate with project teams to obtain manpower, equipment, and operational cost inputs.
• Support pricing analysis, risk assessment, and bid strategy discussions.
• Ensure commercial competitiveness while maintaining profitability targets.

Stakeholder Coordination

• Liaise with Business Development, Engineering, Operations, Procurement, and Finance teams throughout the bid process.
• Coordinate with clients regarding tender clarifications and additional requirements.
• Participate in pre-bid meetings, bid reviews, and proposal presentations.

Documentation & Compliance

• Ensure all bid submissions comply with client requirements, company policies, and industry standards.
• Maintain proposal databases, bid trackers, and documentation records.
• Monitor market opportunities through government and private sector bidding portals.
• Identify risks and recommend mitigation strategies during the proposal stage.

Continuous Improvement

• Develop and maintain proposal templates, technical content libraries, and best practices.
• Analyze bid outcomes and identify opportunities for process improvements.
• Support strategic initiatives to improve bid success rates and operational efficiency.

Qualifications

Education

• Bachelor's Degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, Energy Engineering, or related discipline.
• Licensed Engineer is preferred but not required.

Experience

• Minimum 5-10 years of experience in proposal engineering, bid management, tendering, estimation, or business development support.
• Proven experience preparing bids and proposals for:
  • Solar PV Projects
  • Wind Energy Projects
  • Battery Energy Storage Systems (BESS)
  • Power Generation Projects
  • Owner's Engineering Services
  • Technical Advisory and Consulting Services
  • Inspection, Testing, and Certification (TIC) Services

Technical Skills

• Strong understanding of renewable energy project development and execution.
• Experience in technical proposal writing and bid documentation.
• Knowledge of commercial pricing and cost estimation principles.
• Familiarity with EPC contracts, consultancy agreements, and tender requirements.
• Proficient in Microsoft Office Suite, particularly Excel, Word, and PowerPoint.

Preferred Experience

• Experience with renewable energy developers, EPC contractors, engineering consultants, or independent engineering firms.
• Familiarity with Philippine renewable energy projects and market regulations.
• Experience with organizations such as Bureau Veritas, DNV, SGS, TÜV, UL Solutions, or similar technical service providers.
• Exposure to solar farms, wind farms, substations, transmission systems, and energy transition projects.
