The successful candidate will be responsible for preparing competitive technical and commercial proposals, managing bid submissions, coordinating with internal stakeholders, and ensuring compliance with client requirements.\nThe ideal candidate has strong experience in bidding and tender documentation, proposal preparation, cost estimation, and renewable energy projects, particularly in Solar PV, Wind Energy, Battery Energy Storage Systems (BESS), and Power Projects.\nKey Responsibilities\nProposal & Tender Management\nLead the preparation and submission of technical and commercial proposals for renewable energy projects.\nReview Request for Proposal (RFP), Request for Quotation (RFQ), Invitation to Bid (ITB), and tender documents.\nAnalyze client requirements, scope of work, specifications, and contractual obligations.\nPrepare bid documentation in accordance with client requirements and submission deadlines.\nMaintain proposal schedules and ensure timely submission of tenders.\nTechnical Proposal Development\nCoordinate with engineering, operations, and technical teams to develop compliant technical proposals.\nPrepare project methodologies, execution plans, technical approaches, and staffing plans.\nEnsure technical proposals align with international standards and client expectations.\nDevelop technical presentations and bid clarification responses.\nCost Estimation & Commercial Support\nPrepare cost estimates, pricing structures, and commercial proposals.\nCoordinate with project teams to obtain manpower, equipment, and operational cost inputs.\nSupport pricing analysis, risk assessment, and bid strategy discussions.\nEnsure commercial competitiveness while maintaining profitability targets.\nStakeholder Coordination\nLiaise with Business Development, Engineering, Operations, Procurement, and Finance teams throughout the bid process.\nCoordinate with clients regarding tender clarifications and additional requirements.\nParticipate in pre-bid meetings, bid reviews, and proposal presentations.\nDocumentation & Compliance\nEnsure all bid submissions comply with client requirements, company policies, and industry standards.\nMaintain proposal databases, bid trackers, and documentation records.\nMonitor market opportunities through government and private sector bidding portals.\nIdentify risks and recommend mitigation strategies during the proposal stage.\nContinuous Improvement\nDevelop and maintain proposal templates, technical content libraries, and best practices.\nAnalyze bid outcomes and identify opportunities for process improvements.\nSupport strategic initiatives to improve bid success rates and operational efficiency.\nQualifications\nEducation\nBachelor's Degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, Energy Engineering, or related discipline.\nLicensed Engineer is preferred but not required.\nExperience\nMinimum 5-10 years of experience in proposal engineering, bid management, tendering, estimation, or business development support.\nProven experience preparing bids and proposals for:Solar PV Projects\nWind Energy Projects\nBattery Energy Storage Systems (BESS)\nPower Generation Projects\nOwner's Engineering Services\nTechnical Advisory and Consulting Services\nInspection, Testing, and Certification (TIC) Services\n\nTechnical Skills\nStrong understanding of renewable energy project development and execution.\nExperience in technical proposal writing and bid documentation.\nKnowledge of commercial pricing and cost estimation principles.\nFamiliarity with EPC contracts, consultancy agreements, and tender requirements.\nProficient in Microsoft Office Suite, particularly Excel, Word, and PowerPoint.\nCompetencies\nExcellent proposal writing and document management skills.\nStrong analytical and problem-solving abilities.\nHigh attention to detail and deadline-oriented mindset.\nEffective communication and stakeholder management skills.\nAbility to manage multiple bids simultaneously in a fast-paced environment.\nPreferred Experience\nExperience with renewable energy developers, EPC contractors, engineering consultants, or independent engineering firms.\nFamiliarity with Philippine renewable energy projects and market regulations.\nExperience with organizations such as Bureau Veritas, DNV, SGS, TÜV, UL Solutions, or similar technical service providers.\nExposure to solar farms, wind farms, substations, transmission systems, and energy
