About the Role

Bureau Veritas Singapore is seeking an experienced Tender Manager to lead the preparation, management, and submission of strategic tenders for Building & Infrastructure projects across Singapore and selected regional markets.

This role is responsible for driving the entire bid lifecycle, from tender evaluation and strategy development through proposal development, commercial review, risk assessment, client presentations, contract negotiations, and project handover. The successful candidate will work closely with Sales Representatives, Account Manager/ Owner, Operations, Technical Experts, Finance, Legal, and Project Management teams to secure profitable growth while maintaining technical excellence and commercial discipline.

Key Responsibilities

Tender Management & Proposal Development

• Lead the end-to-end tender process for public and private sector opportunities.
• Review and analyze RFPs, RFQs, ITTs, framework agreements, and prequalification submissions.
• Develop winning bid strategies and coordinate multidisciplinary bid teams.
• Ensure all submissions are technically compliant, commercially competitive, and delivered on time.
• Consolidate technical proposals, execution methodologies, manpower plans, project organization charts, and pricing models.
• Prepare tender evaluations and approval documentation in accordance with company governance requirements.
• Manage tender clarifications, negotiations, and client communications throughout the bidding process.

Commercial & Risk Management

• Review contracts, commercial conditions, and pricing structures to identify risks and opportunities.
• Coordinate with Finance, Legal, and Operations teams to develop appropriate risk mitigation strategies.
• Ensure bid profitability targets are achieved while maintaining competitiveness.
• Support contract negotiations and award finalization activities.
• Handle commercial matters including terms and conditions, payment schedules, claims, and client enquiries.

Tender Coordination & Bid Performance Review

• Coordinate and support strategic tender activities across Singapore.
• Work closely with Account Owners, Sales Representatives, Technical Experts, and Operations teams to ensure effective bid planning, coordination, and submission.
• Conduct post-submission and post-award reviews to capture lessons learned and drive continuous improvement in bid quality and competitiveness.
• Perform detailed win/loss analyses to identify key success factors, competitive positioning, and areas for improvement in future tenders.
• Develop bid performance reports and recommendations to support future bidding strategies and improve tender success rates.
• Maintain tender records, bid repositories, and performance metrics to support data-driven decision-making and continuous enhancement of the tender management process.

Project Handover & Continuous Improvement

• Lead tender review and award meetings.
• Ensure smooth handover of awarded projects to operational teams.
• Maintain and improve proposal tools, templates, and tender management processes.
• Track bid performance metrics including win rate, order intake, and bid profitability.

Qualifications & Experience

• Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Architecture, Business Administration, or a related discipline.
• Minimum 8-10 years of experience in tender management, bid management, proposal management, or business development within the Building & Infrastructure, Engineering Consultancy, Construction, Project Management, or Technical Advisory sectors.
• Strong understanding of Singapore's public-sector procurement environment and tendering practices.
• Demonstrated experience managing complex, multi-disciplinary tenders and major project pursuits.
• Proven ability to lead bid teams and successfully secure high-value contracts.
• Excellent commercial, financial, contract review, and negotiation skills.
• Strong written and verbal communication, presentation, and stakeholder management capabilities.

Preferred Qualifications

• Experience working with Singapore government agencies such as LTA, JTC, HDB, PUB, CAAS, DSTA, SLA, and other public-sector entities.
• Familiarity with GeBIZ tendering processes and public procurement requirements.
• Working knowledge of FIDIC, consultancy agreements, design-and-build contracts, and project management contracts.
• Professional qualifications from institutions such as IES, SISV, PMI, RICS, CIOB, or equivalent would be advantageous.
• Knowledge of Singapore construction regulations, Workplace Safety and Health (WSH) requirements, and BCA industry practices.
• Similar expertise and customers knowledge and local market regulations exposure across the region would be a significant plus
