The successful candidate will work closely with Sales Representatives, Account Manager/ Owner, Operations, Technical Experts, Finance, Legal, and Project Management teams to secure profitable growth while maintaining technical excellence and commercial discipline.\nKey Responsibilities\nTender Management & Proposal Development\nLead the end-to-end tender process for public and private sector opportunities.\nReview and analyze RFPs, RFQs, ITTs, framework agreements, and prequalification submissions.\nDevelop winning bid strategies and coordinate multidisciplinary bid teams.\nEnsure all submissions are technically compliant, commercially competitive, and delivered on time.\nConsolidate technical proposals, execution methodologies, manpower plans, project organization charts, and pricing models.\nPrepare tender evaluations and approval documentation in accordance with company governance requirements.\nManage tender clarifications, negotiations, and client communications throughout the bidding process.\nCommercial & Risk Management\nReview contracts, commercial conditions, and pricing structures to identify risks and opportunities.\nCoordinate with Finance, Legal, and Operations teams to develop appropriate risk mitigation strategies.\nEnsure bid profitability targets are achieved while maintaining competitiveness.\nSupport contract negotiations and award finalization activities.\nHandle commercial matters including terms and conditions, payment schedules, claims, and client enquiries.\nTender Coordination & Bid Performance Review\nCoordinate and support strategic tender activities across Singapore.\nWork closely with Account Owners, Sales Representatives, Technical Experts, and Operations teams to ensure effective bid planning, coordination, and submission.\nConduct post-submission and post-award reviews to capture lessons learned and drive continuous improvement in bid quality and competitiveness.\nPerform detailed win/loss analyses to identify key success factors, competitive positioning, and areas for improvement in future tenders.\nDevelop bid performance reports and recommendations to support future bidding strategies and improve tender success rates.\nMaintain tender records, bid repositories, and performance metrics to support data-driven decision-making and continuous enhancement of the tender management process.\nProject Handover & Continuous Improvement\nLead tender review and award meetings.\nEnsure smooth handover of awarded projects to operational teams.\nMaintain and improve proposal tools, templates, and tender management processes.\nTrack bid performance metrics including win rate, order intake, and bid profitability.\nQualifications & Experience\nBachelor's Degree in Engineering, Construction Management, Quantity Surveying, Architecture, Business Administration, or a related discipline.\nMinimum 8-10 years of experience in tender management, bid management, proposal management, or business development within the Building & Infrastructure, Engineering Consultancy, Construction, Project Management, or Technical Advisory sectors.\nStrong understanding of Singapore's public-sector procurement environment and tendering practices.\nDemonstrated experience managing complex, multi-disciplinary tenders and major project pursuits.\nProven ability to lead bid teams and successfully secure high-value contracts.\nExcellent commercial, financial, contract review, and negotiation skills.\nStrong written and verbal communication, presentation, and stakeholder management capabilities.\nPreferred Qualifications\nExperience working with Singapore government agencies such as LTA, JTC, HDB, PUB, CAAS, DSTA, SLA, and other public-sector entities.\nFamiliarity with GeBIZ tendering processes and public procurement requirements.\nWorking knowledge of FIDIC, consultancy agreements, design-and-build contracts, and project management contracts.\nProfessional qualifications from institutions such as IES, SISV, PMI, RICS, CIOB, or equivalent would be advantageous.\nKnowledge of Singapore construction regulations, Workplace Safety and Health (WSH) requirements, and BCA industry practices.\nSimilar expertise and customers knowledge and local market regulations exposure across the region would be a significant plus\nKey Success Factors\nThe ideal candidate combines strong commercial acumen, technical understanding, and strategic thinking to consistently deliver high-quality, winning proposals.
