A person in this role is recognized as a key internal reference point for technical guidance through depth and breadth of knowledge and may be required to provide technical guidance over a group of colleagues, CAD, and administrative staff on projects of medium to high complexity. This role is also responsible for developing, validating, and presenting technical output and may provide leadership for development of deliverables to clients. People management responsibilities include supervising a group of engineers, CAD, or administrative staff working on medium-scope single or multi-discipline projects, or personnel of an operations department. Management responsibilities may extend to multiple locations and includes accountability for talent development, quality work production, and overall compliance.\nJob Responsibilties\nRemains current and applies independent knowledge on client's design guides and standards.\nProvides guidance and direction on departmental standards, policies and procedures.\nProvides clarity on or interprets standards based on experience and helps others understand the industry, client and company's standards. Assists with updating company standards.\nApplies and integrates Owner QA programs with Commonwealth program.\nEnsures compliance with company quality program through individual and team related tasks or deliverables.\nEstablishes related processes, and promotes a culture that is conducive to quality.\nIndependently applies knowledge of Commonwealth Associates quality program and consistently demonstrates compliance with quality standards.\nSupports continuous improvement and change management efforts by proactively presenting leadership with new suggestions around process and practices innovation and participating in the implementation.\nAs manager, directly responsible for client interface, communication protocol with clients and agencies, delegating client communications and interface, and reviewing communications when appropriate.\nAttends and frequently leads internal and external client meetings, communications, conference calls and client site visits.\nHave understanding of project communication responsibilities and duties and how these internal and external communications affect client relations.\nIdentifies and communicates client interests and drivers to project team and develops approaches to meet these interests and drivers throughout the work on projects.\nIdentify and recommend other Commonwealth offered services.\nSupport Business Development by providing technical information for sales proposals, or by pursuing other related activates as assigned by department managers.\nAs Manager, responsible for all aspects of project and resource planning and coordination. Responsible for processes to ensure coordination.\n\nCommunicates directly with all internal and external team members to identify and coordinate details of work on multifaceted projects.\n\nCoordinates and communicates project schedules, tasks and proper sequencing of tasks with internal staff across disciplines, project managers and clients.\nCoordinates all technical aspects of projects and makes project engineering execution decisions within the bounds set by applicable policies, standards, guides and contract commitments.\nEstablishes work plans to be applied to a project or section members.\nIndependently applies advanced engineering techniques and analysis problems and methods.\nManages and oversees engineering design-related aspects of a multi-discipline project or multiple medium to large size projects, including engineering schedule and budget performance, quality of engineering solutions and deliverables, coordination or design, procurement, and construction.\nOversees and participates in the collection, assimilation, and management of data for engineering work.\nPerforms complex research and develops recommendations for equipment and/or materials selection.\nPerforms studies required for independent data gathering, new procedures or recommendation solutions when several are adequate.\nPrepares a variety of complex engineering deliverables such as drawings, reports, specifications and studies with limited supervision for moderately complex or multiple projects.\nMay perform Task Manager and Project Manager responsibilities on selected projects.\nOversees and conducts activities related to performance management process, mentoring, recognition and corrective actions required for a small to medium size group of engineers.\nParticipates in career planning, learning and development activities of others.\nParticipates in the onboarding, training and mentorship of newly acquired engineers.\nProvides direction to CAD staff and administrative staff in executing project tasks.\nProvides overall direction to Engineers, technical and administrative staff within a project or across multiple projects for quality and adherence to project standards including budget and schedule.\nReviews the work of other engineers and technical staff for quality and adherence to project standards including budget and schedule.\n\nSupervise engineers, technical and administrative staff within a project for quality and adherence to project standards including budget and schedule.\nEstablishes resource plans on large, multifaceted or multiple projects. Provides input to managers on future needs. Identifies and resolves resourcing conflicts.\nManages resources for mid-size groups through staffing, recruiting, budget reviews, tools and/or processes review within a large office or for multiple offices.\nCompletes expense reports and timesheets in a timely and accurate manner and at times may review and approve line items and/or timesheets for members of a project.\nEffectively implements and communicates policies, procedures, and process for workgroup and adherence to corporate and division programs.\n\nOversees review and approval of line items and/or timesheets for members of a project or multiple projects.\nDevelops and manages scope, schedule and budget for all project duties and tasks within a moderately complex business line or technology and/or a moderately complex discipline.\nEvaluates and influences decisions surrounding costs, productivity or competitiveness within a division.\nManages scope, schedule and budget for all duties and tasks for multi-disciplines.\nMonitors project scope and identifies scope increases or changes, and assists project manager in developing change proposals.\nExperience\n10-15 years - Related work experience demonstrating continuous growth and knowledge expansion.
