This person drives every contract change from identification through execution in Procore, administers the program's governance for contract approvals and baseline budget adjustments, and keeps reviewers, approvers, and project teams aligned on priorities. The role requireson-site support in Austin, Texas.\nThe Change Manager is the single point of accountability for knowing where every priority change stands: what stage it is in, who is holding it, and what it needs to move forward.\nKey Responsibilities:\nChange Management Process in Procore\nOwn the end-to-end change workflow in Procore, from change events and potential change orders through executed prime contract and commitment change orders\nConfirm each change is entered completely and correctly: scope description, reason coding, cost and schedule impact, funding source, and supporting documentation\nMonitor Procore workflows daily, clear bottlenecks, follow up on overdue steps, and escalate changes that exceed turnaround targets\nMaintain the program change log as the single source of truth for change status across all projects\nCollaborate with project management teams to work through designer and contractor change negotiations, and escalate when needed\nEnsure clean handoffs between the project management, program controls, leadership, and contracting teams at each stage of the change process\nRecommend and implement improvements to workflow configuration, templates, and procedures in coordination with the PMIS and digital teams\nGovernance and Approvals\nAdminister the program's established governance for contract approvals, contract amendments, and baseline budget adjustments\nVerify each change follows the correct approval path and authority thresholds before it advances\nPrepare, quality-check, and route change packages for governance review; manage agendas and record decisions, conditions, and action items\nObtain required governance signatures through DocuSign and confirm executed documents are filed in Procore\nTrack decisions through execution and close-out, including required owner procurement, legal, and governing-body actions\nMaintain complete, auditable approval records that support audit and compliance requirements\nBaseline Budget and Contingency\nProcess baseline budget adjustments, budget transfers, and contingency and allowance draws under approved governance\nCollaborate and coordinate with the budget managers for each sub-program on budget impacts, funding availability, and adjustments\nCoordinate with project controls and finance so approved changes are reflected consistently in Procore, the owner's separate financial management system, and program reporting\nMaintain visibility of pending and approved change exposure to support forecasting (EAC) and trend reporting\nPrioritization and Communication\nMaintain a prioritized list of contract changes and ensure every reviewer and approver knows which changes are priority, and why\nPublish a recurring hot-changes status showing each item's stage, current holder, next action, and target date\nLead a standing change coordination meeting with project managers, construction managers, project controls, contracts, and finance\nBrief program leadership on aging, at-risk, and high-value changes, and escalate with a clear recommendation\nServe as the first point of contact for change status questions from project teams and leadership\nReporting and Continuous Improvement\nTrack and report change KPIs: cycle time by stage, aging, and volume and value by project and cause\nSupport Power BI change dashboards in coordination with the digital team\nTrain and coach project managers, construction managers, and reviewers on the change process and their role in it\nKeep change management procedures current in program delivery documentation\nQualifications/Requirements:\n7+ years of experience in change management, contract administration, project controls, or cost management on large capital programs; aviation or major public infrastructure experience is a plus\nHands-on Procore experience, including Change Events, Change Orders, Budget, Prime Contracts and Commitments, and approval workflows; DocuSign experience preferred\nWorking knowledge of public-sector contracting and approval processes;
