The Assistant Program Manager helps ensure the program runs smoothly every day, making sure operations are consistent and reliable. The Assistant Program Manager tends to provide leadership and presence during Swing shift hours.\nUnder the supervision of the Program Manager, the Assistant Program Manager oversees staff, ensures rules and contracts are followed, maintains safety and site standards, and takes the lead when the Program Manager is away. This role requires balancing both operational and personnel responsibilities - managing records, compliance, and safety while also supporting staff and participants through challenging situations.\nThe Assistant Program Manager plays a key role in making sure the program reflects Hope the Mission’s commitment to trauma-informed care, harm reduction, and Housing First principles across every shift, in every interaction, and in decisions.\nPrimary Duties and Responsibilities\nProgram Operations Support\nSupport program leadership in maintaining operations, documentation, and compliance.\n\nAssist the Program Manager in monitoring program goals and performance targets.\n\nReview program logs, records, and participant files to ensure complete documentation.\n\nNotify the Program Manager of missing documentation or compliance concerns.\n\nMaintain participant files, exit documentation, and required reports.\n\nSupport follow-up on incident reports and participant grievances.\n\nTrack and update required compliance documentation, including monthly OSHA forms.\n\nStaff and Training Support\nProvide support to staff by reinforcing program expectations and assisting with training.\n\nProvide day-to-day guidance and support to staff as directed by program leadership.\n\nAssist in coordinating and participating in staff training sessions.\n\nHelp orient staff on program procedures, safety protocols, and use of security systems.\n\nMonitor shift reports and share concerns with the Program Manager.\n\nParticipant Support\nAssist staff in providing services and responding to participant needs.\n\nAssist with addressing participant concerns, conflicts, and complaints using de-escalation techniques.\n\nModel Housing First, harm reduction, and trauma-informed care practices with participant care; Ensure staff’s adoption and practice.\n\nHelp coordinate referrals to outside services, including emergency support resources when needed.\n\nFacility and Safety Support\nAssist with maintaining a safe, clean, and functional facility.\n\nConduct routine checks of bathrooms, common areas, and participant living spaces to ensure safe and sanitary conditions.\n\nReport maintenance issues or safety concerns to the Program Manager.\n\nMonitor medication storage areas and review logs.\n\nAssist with coordinating monthly safety and fire drills.\n\nSupplies and Site Operations\nAssist with maintaining program supplies and supporting daily site operations.\n\nTrack program supply inventory and submit supply requests when needed.\n\nAssist with organizing linen, clothing, and supply storage areas.\n\nSupport coordination of resident chores and site upkeep.\n\nCommunity and Program Coordination\nAssist with coordination and communication with community partners.\n\nMaintain communication with service providers and community partners as directed.\n\nAttend meetings, case conferences, trainings, and community meetings as requested.\n\nSecondary Duties\nAssist with shift coverage when staffing shortages occur.\n\nSupport program events, volunteer activities, or fundraising efforts when requested.\n\nWork with security personnel to support a safe environment for participants and staff.\n\nFollow organizational policies regarding attendance, professional conduct, and departmental policies.\n\nPerform other program and site related duties as assigned.\n\nSkills & Competencies\nDemonstrated commitment to addressing homelessness and related systemic issues, including poverty, housing instability, and access to services.\n\nAbility to lead with integrity and uphold organizational mission, values, and service philosophy.\n\nStrong written and verbal communication skills, with the ability to effectively engage participants, staff, and community partners.\n\nWorking knowledge of evidence-based service delivery models, including Motivational Interviewing, Harm Reduction, Housing First, and Trauma-Informed Care.\n\nEffective staff supervision, coaching, and performance management skills.\n\nKnowledge of supportive services program development and implementation within human services environments.\n\nAbility to cultivate and maintain collaborative relationships with community-based organizations and external service providers. Strong Interpersonal Skills.\n\nStrong understanding of contract compliance, program accountability, and outcomes measurement practices.\n\nStrong Emotional Intelligence, Emotional Resilience, and sensitivity towards individuals experiencing hardship.\n\nQualifications\nBachelor's degree in social sciences or closely related field; or 2 years equivalent combination of experience and education that provides the applicant with the desired knowledge, skills, and ability required to perform the work.\n\nTwo to three years of housing and homelessness program-related experience.\n\nTwo years of supervisory or management-level experience\n\nComputer and digital literacy - Microsoft Office Suite, HMIS, preferred.\n\nSpanish preferred but not required.\n\nMandatory Requirements\nBackground Screening - Employment is contingent upon the successful completion of background checks as required per worksite.\n\nDrug and Alcohol Testing - Candidates must pass pre-employment and ongoing drug and alcohol screenings in accordance with company policy.\n\nMotor Vehicle Record (MVR) Check - For roles requiring driving, employment is contingent upon an acceptable driving record (meeting criteria of HTM’s commercial insurance), a CA drivers license, and proof of vehicle insurance coverage.\n\nLegal Eligibility to Work - Maintain proof of legal authorization to work in the US.\n\nCompliance with Company Policies and HIPAA standards - All employees must comply with company policies, including safety, confidentiality, and conduct standards.\n\nCPR/First Aid Certification\n\nFood Handlers Certification\n\nMust have reliable transportation.\n\nMust have proof of vehicle insurance coverage.\n\nMust have a valid CA drivers license.\n\nAbility to travel 25% of working hours\n\nPhysical, Demands, Environmental Conditions, Equipment\nThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
