The CST ensures facilities meet U.S. Government security standards and accreditation requirements under applicable Status of Forces Agreement (SOFA) criteria.\nThe contractor shall provide CST personnel who have successfully completed a 40-hour, industry-recognized CST certification course and possess the technical expertise, judgment, and operational experience necessary to support sensitive and secure construction environments, including SCIF-related projects.\nRequirements\nRequired Qualifications\nCompletion of a 40-hour industry-recognized CST certification course\nAbility to meet SOFA accreditation requirements\nDemonstrated experience supporting U.S. Government secure construction projects\nRequired Expertise and Skills\nThe CST must demonstrate expertise in the following areas:\nU.S. Government security policies, directives, standards, and accreditation processes\nTechnical Surveillance Countermeasures (TSCM) principles and practices\nIdentification of technical surveillance techniques, foreign intelligence devices, and counterintelligence threats\nPhoto Intelligence (PHOTOINT) and Imagery Intelligence (IMINT) techniques\nIdentification of Improvised Explosive Devices (IEDs)\nIdentification of unauthorized materials and methods used to place technical penetrations\nRecognition and reporting of suspicious behavior\nConstruction security surveillance techniques\nInspection techniques and methodologies\nConducting inspections of completed work for compliance and anomalies\nSecure logistics of materials and controlled transportation\nTechnical surveillance of personnel\nDrafting construction site security plans, accreditation support plans, transportation security plans, and pre-construction checklists\nConducting sound testing for STC-rated structures\nInterpretation of construction drawings, blueprints, and technical specifications\nFoundations and concrete systems, including reinforcement bar, caissons, footers, and forms\nStructural steel, welding, fireproofing, and finishing work\nWall construction systems\nMechanical, Electrical, and Plumbing (MEP) systems\nHVAC/mechanical systems including chillers, condensers, ducting, and piping in secure environments\nElectrical systems including power distribution, low-voltage systems, conduit, breakers, and grounding\nTelecommunications systems including: wiring, splicing, patching, switching, and associated vulnerabilities\nQA/QC practices and systems for structural, mechanical, electrical, and telecommunications installations\nIdentification of technical exploitation risks during construction and installation phases\nAccess control and site security design and setup\nStatic security techniques and procedures\nVehicle search techniques\nPersonnel search techniques\nIndustrial and government security requirements\nFamiliarity with EU manufacturers and construction materials (e.g., rebar, HVAC components, doors, windows, lighting, concrete)\nObserving manufacturing procedures and escorting/transporting materials from multiple EU manufacturers to Secure Storage Areas (SSAs)\nOperation of X-ray machines and metal detectors\nProvision and maintenance of required health, safety, and equipment certifications\nProducing detailed written reports documenting activities, inspections, investigations, anomalies, deficiencies, and incidents\nAccurate documentation of construction security processes and findings\nWorking knowledge of construction safety practices and procedures\nHigh attention to detail and situational awareness\nAbility to work independently in controlled and high-security environments\nStrong written and verbal communication skills\nProfessional judgment and discretion\nAbility to interact effectively with government personnel, contractors, and foreign
