This position is responsible for managing and enhancing the relationship between the University and its employees and/or their representatives, including labor unions. Serves as a strategic advisor to management, guiding decisions on labor practices, collective bargaining agreements (CBAs), and dispute resolution while maintaining fair labor practices and balancing organizational goals with employee rights.Responsibilities\nNegotiating and Administering Labor Agreements: Participates in collective bargaining negotiations, draft and review contract language/provisions. Manage labor contracts by communicating terms to employees and management.\n\nDispute Resolution: Investigate and resolve workplace disputes, grievances, and complaints, often collaborating with legal teams or mediators.\n\nPolicy Development: Develop and implement labor relations strategies, policies, and procedures that align with organizational objectives and comply with federal, state, and local labor laws.\n\nCompliance and Advisory: Ensure labor contracts and workplace practices adhere to labor laws, provide guidance on employment regulations, and advise management on best practices.\n\nEmployee Relations Management: Foster positive employer-employee relations, mediate conflicts, and maintain a fair and productive work environment.\n\nSupervisory Duties: Oversee functional goals and ensure adherence to budgets and performance standards.\n\nMinimum Qualifications\nEDUCATION\nBachelor’s degree in human resources, labor relations, or related.\n\nEXPERIENCE\n5+ years in HR or labor relations.\n\n1-3 years in a supervisory role, preferably in employee and labor relations in a unionized environment.\n\nManagement experience in higher education a plus.\n\nKNOWLEDGE, SKILLS, AND ABILITIES\nKnowledgeofstateandfederalemploymentlawsgoverninghuman resourcemanagement.\n\nComprehensive understanding of labor laws, collective bargaining processes, and workplace regulations.\n\nKnowledgeofbestpracticesinthefieldandabilitytodeterminechange neededtoimproveprogramsandservices.\n\nPossessanalyticalthinkingskillswithanabilitytomakedecisionsandsolve problems.\n\nAbilitytoestablishandmaintaincooperativeeffectiveworkingrelationships.\n\nAbilitytoprioritizeongoing and new projects, as well as conduct research and gather information.\n\nAbility to create quality presentations and reports utilizing appropriate media.\n\nLeadership, coaching, and teambuilding skills that motivate employees.\n\nAbilitytorespondtoemployeeconcerns with an appropriate sense of urgency.\n\nAbility to communicate effectively both orally and in writing.\n\nSkill with PC applications, and HRIS software.\n\nAbility to manage confidential information.\n\nAdditional Job Information:\nBENEFITS STATEMENT\nCoppin State University offers a competitive benefits package to include health insurance options (medical, dental, vision), life and disability insurance, retirement plan contributions, as well as paid leave and federal holidays for all regular employees.
