Come join a company that believes in being a part of something bigger than themselves!\nJob Description:\nCortina Solutions is seeking a high-impact Program Managerto lead and oversee the execution of a complex contract supporting the Naval Surface Warfare Center Panama City Division (NSWC PCD). Beyond program management, we are seeking someone who can lead with influence. You must be ready to own the mission, overseeing complex, multi-domain efforts that shape the future of naval warfare technology.\nThe ideal candidate will be expected to lead with Excellence, serve with Integrity, and approach every problem with a drive to Get Things Done. This requires a blend of program management expertise and technical depth in areas such as modeling and simulation, software engineering & agile development, DevSecOps & cybersecurity, and operational expertise in mine warfare, littoral operations, surface combat, or special warfare.\nResponsibilities include:\nLeadership and coordination.Inspire and align cross-functional teams, fostering collaboration to achieve mission objectives while managing stakeholder relations.\nProgram management.Oversee planning, execution, and risk management to deliver complex projects on time and within scope.\nTechnical and operational input.Integrate technical expertise and operational insight to shape M&S, engineering, and tactics solutions to meet mission needs.\nCompliance and reporting.Ensure strict compliance with contractual, regulatory, and security requirements by maintaining transparent and accurate reporting.\nJob Requirements:\nBachelor’s degree in engineering, computer science, information technology, or a related field. Advanced degree preferred.\n10+ years of experiencein technical or operational program management. Navy experience preferred.\nStrong knowledge of M&S and Tactics developmentto include mission, training, and engineering simulations; fleet certification and post-mission analysis; and concept of operations (CONOPS) development.\nSoftware development experienceusing languages such as C#, C++, React, Qt, Python, or MATLAB; proficiency in Agile or DevSecOps ecosystemsis required.\nFamiliarity with cybersecuritypolicies and frameworks, including Risk Management Framework development. \nU.S. Citizenship is mandatory. Candidates are required to have an active DoDSecretclearance upon hire and the ability to maintain this level of clearance during their employment.\nPreferred Qualifications:\nExperience with Naval surface, littoral, special, and/or mine warfare operations, tactics development, and Fleet support. \nKnowledge of existing Navy Surface Warfare and Mine Warfare M&S tools. \nFamiliarity with Quality Management System standards (e.g., ISO 9001:2015) and Safety Program implementation.\nExperience with training development and delivery for military personnel.\nPrimary location:Panama City, FL.
