The assignment is expected to run from December 1, 2026, through December 1, 2027, with the possibility of extension depending on funding and project requirements. This position will work with a team of application developers, engineers, and subject matter experts on the creation of new applications and the replacement of legacy applications that serve both the public and internal staff. Excellent verbal and written communication skills are required. The candidate will work remotely, must be able to work independently and manage time effectively, and has the option to come on-site as needed.\nKey Responsibilities:\nDevelop Java applications and web services, including new applications and replacements for legacy applications that serve both public and internal users.\nUpdate existing Java web applications to maintain current functionality and provide new enhancements per user requirements.\nBuild web applications using Java web frameworks, with preference given to EJB and JSF.\nDevelop web applications and APIs that use PostgreSQL to store and query data.\nImplement authentication for external users and systems using standards such as OAuth2 or OpenAM.\nWork toward continuous integration/continuous delivery (CI/CD) pipelines in Amazon Web Services.\nEnsure agency data security standards are met and approved data encryption techniques are used.\nAnalyze user requirements to define business objectives, implement them in an application, and envision system features and functionality.\nCollaborate with application developers, engineers, and subject matter experts to deliver project requirements.\nSupport continuous improvement by investigating alternatives and technologies and presenting them for architectural review.\nRequired Technical Skills:\n15 years of experience with Java Core, Java EE (JEE), the Java Persistence API (JPA), and the Java Persistence Query Language (JPQL).\n5 years of experience with Java Server Faces (JSF) / PrimeFaces.\n10 years of experience with PostgreSQL SQL and PL/pgSQL.\n5 years of experience understanding development processes in Cloud / Amazon Web Services.\n5 years of experience with Java RESTful web services.\nKnowledge and application of WCAG (Web Content Accessibility Guidelines) compatibility.\nExcellent verbal and written communication skills, with the ability to work independently and manage time effectively.\nPreferred Qualifications:\nExperience with EMSA and ability to fit with the DPHIP team (evaluated under the scoring criteria above).\nExperience with Maven, GitHub, and Agile development.\nExperience with JUnit, Arquillian, or a similar testing framework.\nJava automated testing with Selenium, and application load testing with Apache JMeter or similar.\nExperience with JIRA and continuous integration/continuous deployment (CI/CD).\nExperience with database schema
