Inspections Professional Engineer

Job Purpose

To provide professional engineering review, technical oversight, and signing/sealing of inspection reports prepared by the Inspections and Assessments Department for water and wastewater infrastructure projects.

Essential Duties Responsibilities

1. Technical Responsibilities

• Review inspection documentation, field notes, photographs, drone imagery, defect mapping, recommendations, and supporting observations for technical accuracy, completeness, and consistency with CROM standards.
• Apply professional engineering judgment to inspection findings, repair recommendations, condition assessments, and report conclusions.
• Review, sign, and seal inspection reports in the states where CROM performs work, subject to active licensure and applicable state requirements.
• Provide engineering support for inspections of water and wastewater storage tanks, including prestressed concrete tanks, reinforced concrete structures, steel appurtenances, and related infrastructure.
• Review inspection exhibits, sketches, defect maps, tables, and supporting visuals for clarity, accuracy, and appropriate engineering support.
• Review inspection reports and related technical work prepared by inspection staff prior to client issuance.
• Respond to general inquiries. Provide technical responses related to inspection reports, engineering recommendations, and sealed deliverables as requested.

2. Standards

• Support development and maintenance of standard inspection report language, engineering review procedures, and report quality-control practices.
• Edit and update report templates, technical criteria, and inspection guidance for conformity, quality assurance, and professional engineering requirements.

3. Leadership Responsibilities

• Active participation in department meetings and completion of assigned department responsibilities.
• Coordinate report review priorities, state licensure needs, and signing/sealing workload with the Director of Inspections and Assessments.
• Provide technical guidance to inspection personnel regarding report content, engineering conclusions, and documentation needed to support sealed reports.

4. Professional Conduct/Development

• Maintain professional and technical knowledge through continuing education including reviewing professional publications, establishing personal networks, and participating in professional societies and educational workshops at the direction of the department manager.
• Participate in applicable code and standard organizations including ACI, AWWA, or ASCE at the direction of the department manager.
• Maintain knowledge of water/wastewater industry standards, AWWA guidance, applicable state engineering board requirements, and inspection-related best practices.
• Maintain and enhance the Company’s image through personal demeanor and methods of conducting business.

5. Other Duties as Assigned

Minimum Qualifications

• B.S. Degree Civil Engineering or similar ABET/EAC accredited program.
• Licensed Professional Engineer with 4+ years signing and sealing projects. Must hold and maintain active Professional Engineer licensure in applicable states where CROM conducts business, or be able to obtain additional state licensure as needed.
• 5 - 9 years of engineering experience in the water/wastewater industry, structural inspection, tank inspection, repair/rehabilitation, or related infrastructure assessment work.
• Proficiency in MS Office suite.
• Proficiency reviewing technical reports, engineering recommendations, photographs, tables, and report exhibits in Microsoft Office and related report-production tools.
• Possess high motivation level and strong attention to detail.
• Possess effective oral and written communication skills.
• Possess effective problem solving and strong mathematical skills.
• Ability to work in a team environment.
• Ability to perform careful technical review of written reports, photographs, inspection observations, recommendations, and supporting documentation.
• Sound professional judgment and willingness to take responsible charge of sealed inspection deliverables within areas of licensure and competency.

Preferred Qualifications

• Experience with AWWA D110 Type 2 prestressed concrete tanks.
• Experience reviewing, signing, and sealing inspection reports or condition assessments for water/wastewater infrastructure.
• Master’s degree in Structural Engineering or similar ABET/EAC accredited program.
• Experience with concrete tank inspection, repair recommendations, rehabilitation design support, or asset condition assessment.

Working Conditions

This position primarily works in an office setting. There will be occasional travel required. Extended hours will be required as necessary to meet requirements. Report review workload may require coordination across multiple active projects and state licensure requirements.
