The successful candidate will build HR policies and processes from the ground up, advise management, and oversee the full employee lifecycle.\nKey Responsibilities\nEstablish the HR function, developing HR policies, procedures, an HR manual, job descriptions, organizational structures, and a job grading system in line with Uzbekistan labor legislation.\nDevelop and implement an annual HR work plan, budget, and recruitment plan in coordination with senior management.\nLead the full recruitment cycle, from vacancy planning and candidate screening to interviews, selection, and onboarding, with the objective of recruiting approximately 15 employees during the first year.\nOversee HR administration, employee records, employment contracts, leave, personnel changes, and payroll coordination.\nDevelop and implement compensation and benefits structures, performance management processes, and employee development initiatives.\nAdvise management and employees on labor relations, workplace issues, disciplinary matters, and conflict resolution.\nEnsure compliance with Uzbekistan labor legislation, internal policies, confidentiality, and data protection requirements.\nPrepare HR reports and workforce analytics, improve HR processes, and supervise HR personnel.\nRequirements\nMaster’s degree in Human Resources, Business Administration, Management, or a related field.\nAt least 7 years of progressive HR experience, preferably including managerial or supervisory responsibilities.\nExperience establishing an HR function from scratch is strongly preferred.\nPractical knowledge of Uzbekistan labor legislation and employment practices.\nDemonstrated experience in recruitment, employee relations, performance management, compensation and benefits, HR administration, and policy development.\nExperience supervising HR personnel and working with HR information systems.\nExcellent English and strong written and verbal communication skills in Russian and/or Uzbek.\nProficiency in Microsoft Office, particularly Word and Excel.\nStrong leadership, analytical, organizational, and problem-solving skills, with the ability to maintain confidentiality and exercise sound
