The manager will coordinate equipment installation, site readiness, user training, operational acceptance, and ongoing support at airports, seaports, border facilities, and intelligence centers.\nThe ideal candidate has practical experience fielding equipment and technology solutions, managing teams in the field, and helping government users adopt new systems. This is a hands-on delivery role requiring frequent travel, strong judgment, and accountability for results.\nWhat You Will Do\nDeployment and Fielding\nManage deployments from initial site assessment through installation, testing, client acceptance, and transition to sustained operations.\nDevelop and maintain deployment schedules, staffing plans, equipment inventories, and site readiness checklists.\nCoordinate hardware delivery, shipping, customs clearance, installation, and supporting infrastructure with internal teams, vendors, and local partners.\nOversee fielding of solutions such as identity and document scanners, immigration kiosks, watchlist tools, intelligence platforms, communications equipment, and supporting networks.\nIdentify and resolve deployment constraints, including power, connectivity, facility access, equipment availability, and operational scheduling.\nCoordinate with engineering and product teams to ensure deployed systems meet approved requirements and work within client workflows.\nClient and Operational Coordination\nServe as the primary point of coordination for day-to-day delivery activities with customs, immigration, security, and intelligence officials.\nPlan deployments around operational demands to minimize disruption to passenger processing, inspections, and security operations.\nEstablish clear responsibilities, escalation procedures, and communication routines among clients, field teams, subcontractors, and technical specialists.\nOversee on-site personnel and managed service teams, including teams supporting seaport and other border operations.\nTrack delivery commitments, risks, issues, and changes; escalate decisions that affect scope, cost, or schedule.\nTraining and Operational Readiness\nCoordinate and deliver practical training for system users, supervisors, administrators, and local support personnel.\nDevelop training schedules, user guides, operating procedures, and job aids with technical and operational subject matter experts.\nEstablish train-the-trainer programs to build local capability and support continued adoption.\nConfirm users can perform required tasks and that support arrangements are in place before operational handover.\nCapture user feedback and coordinate improvements to training, system configuration, and operating procedures.\nMaintenance and Sustainment\nEstablish preventive maintenance schedules, service procedures, spare parts inventories, and equipment replacement plans.\nCoordinate troubleshooting, repairs, warranty support, and vendor service activities.\nTrack system availability, support requests, recurring faults, and maintenance performance.\nMaintain accurate records of deployed assets, configurations, service history, and client acceptance.\nEnsure clients have clear support contacts and escalation paths throughout the system lifecycle.\nDelivery Management\nManage field personnel, subcontractors, and vendors against agreed schedules, quality standards, and budgets.\nProvide concise reporting on deployment progress, training completion, system readiness, maintenance status, and unresolved issues.\nEnforce applicable site safety, information security, and client procedures.\nCapture lessons learned and improve repeatable delivery practices for expansion across multiple countries.\nQualifications\nWhat We Are Looking For\nRequired Qualifications\nFive or more years of relevant experience in technology deployment, field operations, equipment fielding, technical services, or delivery management.\nDemonstrated experience overseeing installation, testing, training, and sustainment of equipment or integrated technology solutions.\nExperience managing field teams, subcontractors, vendors, and multiple concurrent workstreams.\nWorking knowledge of IT infrastructure, networking, hardware installation, and technical support sufficient to coordinate specialists and assess readiness.\nAbility to translate technical requirements into practical deployment plans and clear instructions for operational users.\nStrong organizational, problem-solving, and client communication skills.\nAbility to work independently in environments with variable infrastructure, logistics, and resource availability.\nValid passport and ability to travel internationally up to 50%, including extended stays in the Caribbean.\nPreferred Qualifications\nExperience supporting customs, immigration, border security, law enforcement, military, or intelligence organizations.\nExperience deploying identity verification, biometrics, document inspection, watchlisting, passenger processing, or intelligence systems.\nExperience working in international government environments.\nExperience establishing managed services, local support teams, or train-the-trainer programs.\nBachelor’s degree in a relevant field or equivalent practical experience.\nProject management, IT service management, or relevant technical certifications.\nMeasures of Success\nDeployments achieve agreed milestones and client acceptance requirements.\nEquipment and supporting infrastructure are ready for operational use.\nUsers demonstrate proficiency and adopt systems in their daily work.\nMaintenance and support arrangements sustain reliable service.\nField issues are resolved promptly, with clear ownership and communication.\nClients receive consistent delivery quality across locations.\nOther information\nLocation\nA candidate in located in the Washington DC area will be given priority and preferential consideration as we prefer someone who can be in the office as needed.
