The Cost Controls Manager position is responsible on the management of change orders for a large, billion-dollar public works construction project. This is an outstanding opportunity to bring your specialized expertise to an industry leading team.\nEssential Duties & Responsibilities:\nTrack, manage, and analyze change orders in conjunction with other program costs such as budgets, actuals, estimates to complete, revisions, and run regular cash flow and tracking reports utilizing the cost module of the PMIS (eBuilder). Process incoming contract requests and approvals in eBuilder. Prepare monthly, quarterly, and ad-hoc change order and cost tracking reports. Additional duties include:\nReports to the Cost Control Manager and the Project Controls Manager;\nLeads all change order management efforts as part of a team of 5-6 other cost control staff;\nAssist in monitoring contract compliance and interpreting contract documents to determine merit for change requests;\nPreparation of modifications / change orders; preparation of cost analysis and pre-negotiation plans, evaluation and resolution of claims and change requests;\nPreparation of close out documents; preparation of reports and other correspondence; interfacing with the GC and agency personnel;\nPrepare necessary materials and lead the dispute resolution process such as Dispute Resolution Board (DRB) or other Alternate Dispute Resolution (ADR) processes;\nDocument and prepare for potential claims following unsuccessful ADR processes; establish documentation processes for potential claims;\nWith the support of the estimating team, compare contractor submissions against market rates and productivities;\nAttend / lead / record meetings to discuss changes with the contractor to fact-find details of the contractor's change requests;\nDevelop and maintain change management spreadsheets (Issues Log, change requests Log, Change order Log, etc.). Update and utilize eBuilder Software;\nCoordinate with client's contract administration team to process and approve change orders;\nRecommends improvements in systems, tools, and methods of project controls;\nEstablishes a project work breakdown structure in line with industry best practices;\nInteracts with other project groups to provide cost codes, purchase order commitments, and change orders to ensure accounting guidelines are implemented;\nAssists in creating detailed project budgets and cash flow projections from estimates;\nWorks with senior project management staff to manage the overall project cost control efforts;\nWorks with scheduling staff to develop, manage, revise, and update integrated detailed project schedules including all phases of project execution;\nPerforms other duties as the Supervisor may request from time to time deem necessary.\nRequired Education and Experience:\nBachelors degree in Construction, Cost Management, Quantity Surveying, Accounting or related field preferred;\n10+ years of cost control experience in the construction field;\n5+ years of experience leading change order management efforts in the construction field\nMust be proficient in using Microsoft Office software;\nMust be detail-oriented with effective organization and coordination skills;\nKnowledge of Expedition/CM13, Procore, Unifier, and eBuilder is preferred;\nMust have ability to interface and communicate effectively with others;\nKnowledge of construction cost accounting that includes setting up budgets, commitments, actual cost, remaining cost, potential and approved change orders, and estimate to complete.\nCumming Group is committed to providing Equal Employment Opportunity in its personnel policies and practices.
