NIH supports identity lifecycle management for approximately 43,000 staff and is deeply integrated with Active Directory, Oracle data services, enterprise web services, and numerous downstream systems.\nResponsibilities\nProvide technical authority for software architecture, identity lifecycle design, and data/integration patterns \nLead security/ATO alignment, cloud/modernization strategy, and root-cause resolution \nDesign and govern Active Directory integration, account provisioning, and enterprise web-service integration \nManage high-volume person/organization data mastering and downstream dependency management \nProduce ARB artifacts and technical standards; mentor the engineering team \nLead architectural oversight of the interconnection model and VDS data distribution \nQualifications\nMust be eligible to obtain a Public Trust clearance\nBS/BA + 10 years of relevant experience; OR MS + 5 years of relevant experience \n10+ years of technical leadership experience \n8+ years of enterprise system development/integration experience \n3+ years on comparable scope/complexity efforts \nCloud/DevSecOps modernization experience \nDeep IBM BAW workflow architecture expertise \nStrong knowledge of enterprise directory/identity lifecycle design, Active Directory integration, Oracle data services, and nVision/VDS data distribution \nExperience with secure integration across identity and access systems \nDesired Skills\nNIH EPLC architecture/design artifacts knowledge \nFISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility \nDevSecOps/CI-CD, automated testing, and code quality proficiency \nCloud experience (AWS/Azure/GCP); containers/IaC as appropriate \nGovernment-approved AI-assisted code/test workflow experience \nOn-site availability when directed \nSalary Range: $160,000 - $180,000 (depending on experience)\nThis position is contingent upon program award.
