General Summary:

Manages the planning, procurement, delivery, testing, acceptance, warranty administration, and closeout of bus and light rail vehicle capital projects. Serves as the Agency's project manager and primary point of contact for vehicle manufacturers, consultants, contractors, regulatory agencies, and internal stakeholders throughout the project lifecycle. Provides technical and project management expertise supporting fleet replacement, modernization, infrastructure improvement, and capital investment initiatives. Support the Dallas Streetcar engineering team and other duties as assigned.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides support for the DART Transform Program, which includes advancing major system investments including new light rail vehicles and bus fleet, light rail station modernization, resiliency initiatives, and the Unified Signals Project, etc.

  • Manage all phases of bus, light rail, and vehicle capital projects and procurements from planning and solicitation through design, manufacturing, testing, commissioning, acceptance, warranty administration, and closeout.

  • Serve as the primary liaison with internal departments, external agencies, municipalities, consultants, contractors, manufacturers, funding partners, and regulatory authorities.

  • Lead project meetings and coordinate cross-functional activities among Operations, Maintenance, Engineering, Procurement, Finance, Legal, Safety, and other stakeholders to ensure successful project delivery.

  • Develop and administer project scopes, technical specifications, budgets, schedules, cost estimates, evaluation criteria, contracts, cash flow forecasts, risk registers, and project management plans.

  • Oversee contractors, consultants, and manufacture performance, including vehicle manufacturing, factory inspections, quality assurance audits, testing programs, invoice review, and compliance with contractual requirements.

  • Provide technical analysis, troubleshooting, reliability assessments, maintenance support, and design recommendations to improve the safety, reliability, maintainability, operational performance, and lifecycle value of transit assets.

  • Support system integration, testing, validation, commissioning, and acceptance activities for new, rehabilitated, and replacement assets.

  • Monitor project budgets, expenditures, grant funding requirements, and cash flow forecasts; identify project risks and implement mitigation strategies.

  • Ensure compliance with FTA regulations, grant agreements, Buy America requirements, agency policies, and applicable industry standards.

  • Evaluate business processes, emerging technologies, and industry trends and recommend solutions that enhance efficiency, performance, and reliability.

  • Prepare and present reports, analyses, project updates, and strategic recommendations to executive leadership.

  • Respond to stakeholder, customer, management, and agency inquiries and provide recommendations and resolutions.

  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Engineering, Project Management, Construction Management, Transportation, Business Administration, Public Administration, or related field.

  • Four (4) years experience associated with engineering projects to include three (3) years of project management experience.

  • Project Management Professional (PMP) certification is preferred. Candidates actively pursuing PMP certification nis also preferred.

  • Experience managing transit vehicle procurements, rail vehicle rehabilitation projects, bus fleet replacement programs, or federally funded capital projects is preferred.

  • Experience working with transit agencies, vehicle manufacturers, or rail systems is preferred.

  • Possess a valid Texas Class A, B, or C driver’s license, no DWI conviction within the last 60 consecutive months, not more than one DWI on driving record, and not more than three moving violations within the last 36 consecutive months on driving records in order to operate DART non-revenue vehicles.

  • Pass a physical (medical) examination which includes a drug screen.

  • Experience coordinating with municipal agencies, regulatory organizations, and external stakeholders preferred.

  • Knowledge of bus and light rail vehicle systems, maintenance practices, reliability engineering, manufacturing processes, and acceptance testing procedures.

  • Skilled in interpreting engineering drawings, technical specifications, manufacturing documentation, and vehicle performance data.

WORKING CONDITIONS:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
