This position oversees transit asset planning, maintenance, rehabilitation, replacement, lifecycle programs, and related operating and capital budgets. Collaborates across departments and with external stakeholders to ensure safe, reliable, and efficient transit service while supporting long-term agency goals and sustainable asset investment strategies.Essential Duties and Responsibilities:\n ESSENTIAL DUTIES AND RESPONSIBILITIES:\nOversee the State of Good Repair (SGR) Program and Asset Management Division including administration of the Transit Asset Management (TAM) Plan.\n\nLead strategic asset management initiatives for vehicles, facilities, infrastructure, systems, and streetcar assets.\n\nResponsible for coordinating accident/incident condition assessment processes.\n\nMonitor asset condition and performance data and provide recommendations to Executive Leadership for capital planning and risk-based investment decisions.\n\nDevelop and manage short- and long-range replacement, rehabilitation, modernization, and capital improvement programs.\n\nCoordinate with Operations, Maintenance, Engineering, and other departments regarding repair, replacement, and modernization activities.\n\nConsult with and direct various groups and teams within the agency on reliability engineering topics and system vulnerabilities.\n\nServe as DART liaison with the City of Dallas regarding Dallas Streetcar operations, maintenance, capital improvements, and stakeholder engagement.\n\nLead meetings with internal stakeholders, regulators, consultants, contractors, funding partners, and external agencies.\n\nOversee asset inventory, lifecycle planning, condition assessments, performance reporting, and configuration management processes.\n\nProvide technical analysis, troubleshooting support, and reliability improvement strategies for bus, rail, streetcar, facilities, and infrastructure assets.\n\nProvide program management for the DART Transform Program, advancing major system investments including new light rail vehicles and bus fleet, resiliency initiatives, and the Unified Signals Project to enhance system reliability and performance.\n\nSupport procurements, solicitations, scope development, technical evaluations, cost estimates, schedules, and budgets.\n\nReview engineering designs and recommend enhancements that improve safety, reliability, maintainability, and operational performance.\n\nSupport testing, commissioning, validation, acceptance, and turnover of new and upgraded assets.\n\nPromote innovation, continuous improvement, and implementation of industry best practices and emerging technologies.\n\nManage operating and capital budgets associated with SGR, TAM, and Streetcar programs.\n\nEnsure compliance with FTA, state, local, environmental, safety, and agency requirements.\n\nPrepare executive reports, performance metrics, project updates, budget forecasts, and resource allocation plans.\n\nOversee consultant, contractor, and vendor performance.\n\nProvide leadership, staff development, accountability, safety culture, and continuous improvement.\n\nPerforms other related duties as assigned.\n\nMINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:\nNote: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.\nBachelor's degree from an accredited college or university in Mechanical Engineering, Automotive Engineering, Industrial Engineering, Civil Engineering, Electrical Engineering, Urban Planning, Architecture or related field.\n\nFive (5) years progressively responsible experience in transportation, vehicle systems, equipment project management, and technical support to include experience supervising staff engaged in operations, technical support, project management, and configuration management programs.\n\nValid Texas Class A, B, or C driver’s license, no Driving While Intoxicated (DWI) conviction within the last (60) consecutive months, not more than (1) DWI on driving record, and not more than (3) convictions of moving violations within the last (36) consecutive months on driving record in order to operate DART non-revenue vehicles.\n\nPass a physical (medical) examination, which includes a drug screen in order to operate DART revenue and non-revenue vehicles.\n\nWORKING CONDITIONS:\nWorks in an environment where there is minimum exposure to dust, noise, or temperature.
