Ensures development programs align with the Agency's strategic priorities, financial capacity, regulatory requirements, and long-term service objectives.Essential Duties and Responsibilities:\nESSENTIAL DUTIES AND RESPONSIBILITIES:\nProvides executive leadership and strategic oversight for the Agency's development portfolio, including capital planning, real estate, transit-oriented development, environmental compliance, and capital investment initiatives.\nEstablishes and oversees the implementation of development strategies, policies, priorities, and performance objectives that support DART's mission and long-range plans.\nLeads the planning and responsible management of the Agency's Capital Improvement Program, working closely with executive leaders and key stakeholders.\nServes as a strategic advisor to the Chief Executive Officer and actively participates in executive leadership discussions regarding organizational priorities, investments, and resource allocation.\nProvides effective program oversight, manages finances responsibly, addresses risks, and holds development programs and initiatives accountable for results.\nLeads major capital projects, real estate deals, transit-oriented development, and upgrades to the Agency's infrastructure.\nRepresents the Agency before the Board of Directors, governmental agencies, community organizations, industry partners, regulatory entities, and other stakeholders on matters related to development and capital investment.\nSupports the pursuit of federal, state, regional, and local funding opportunities and partnerships that advance strategic development objectives.\nPromotes organizational excellence through leadership development, succession planning, innovation, and continuous improvement initiatives.\nMonitors emerging industry trends, best practices, technologies, and regulatory developments relevant to transportation infrastructure, development, and capital investment\nPerforms other related duties as assigned.\nMINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:\nNote: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.\nBachelor's degree from an accredited college or university in Business Administration, Public Administration, Engineering, Planning, Finance, or a related field. Master’s degree preferred.\nTen (10) years of progressively responsible executive or senior leadership experience in capital development, infrastructure, transportation, engineering, real estate, public administration, or related fields.\nDemonstrated experience leading a complex department or functional area, overseeing large-scale capital investment programs, and managing multidisciplinary teams.\nKnowledge of strategic planning, capital program governance, financial management, public-sector administration, and organizational leadership principles.\nKnowledge of funding strategies, regulatory requirements, risk management, and stakeholder engagement associated with major infrastructure and development programs.\nStrong leadership, communication, negotiation, and relationship-building skills.\nAbility to analyze complex issues, develop strategic solutions, and make sound executive decisions in a dynamic environment.\nAbility to effectively communicate with executive management, governing boards, elected officials, community leaders, business partners, and other stakeholders.\nAbility to build high-performing teams, foster collaboration, and promote accountability and professional development.\nProficiency with project management technology used to plan schedules, track budgets and milestones, manage risks and documents, and report project progress, as well as Microsoft Office and related business applications.\nAbility to work the hours necessary to meet operational needs, including during emergency response, disaster recovery, and other special circumstances, as required.\nWORKING CONDITIONS:\nWorks primarily in an office environment with occasional visits to project sites, operating facilities, and community or stakeholder meetings.
