The EMPM uses the existing Occupant Emergency Plans (OEPs) and expert knowledge of emergency response to prepare training class for delivery to all DOE employees, personnel, and visitors. The EMPM provides day-to-day administrative support to the DOE Federal Agent (FA) serving in the customer’s role of Emergency Management Program Manager.\nPosition will require security clearance, consistent with contract requirements and government approval. U.S. or Naturalized citizenship is required.\nThis position is contingent upon contract award, and will be located on site in Washington DC area or Germantown, MD.\nAs theEmergency Management Program Manager , here’s the work you’ll do:\nDevelopment and implementation of the Emergency Preparedness Management Program, ensuring the protective force is capable of responding effectively to a broad array of potential operational interruptions and/or emergencies.\nPrepare training curriculum for delivery to all DOE employees, personnel and visitors. \nParticipate in the establishment of an EM Program for all DOE Headquarters facilities organizations and personnel within the National Capital Region and defines organizational roles and responsibilities within the program\nProvide day-to-day administrative support to the DOE Federal Agent (FA) serving in the role of the Emergency Management Program Manager.\nProvide updates as needed to Plan(s), procedures, and protocols and associated appendices/attachments that designate a series of emergency actions to be implemented in response to a variety of emergency conditions.\nThis role is for you if you have these skills:\n\nExpert-level knowledge of emergency management at Federal facilities \n\nProficient in Microsoft Office Suite software to include Outlook, Power Point, Excel, Word, and Internet Explorer.\n\nAbility to define training requirements and assist with the development of plans, policies, and procedures.\n\nExpert-level knowledge of emergency planning, analysis and reporting, and emergency training curriculum development and instruction. \n\nExcellent analytical, oral and written skills, as well as effective leadership skills.\n\nAnd if you have these qualifications:\nBachelor’s degree from an accredited university or college. Two (2) years of experience may be substituted for one year of post high school education \nSix (6) years of relevant experience providing advice and assistance to management in the areas of personnel management, planning, analysis and reporting in a security related field.\nFour (4) years of experience in emergency management at a federal facility, developing emergency management plans and training plans, and providing emergency management training.\nFEMA: Emergency Management Institute, Independent Study Online Course Work:\nIS-100.C: Introduction to the Incident Command System, ICS 100\nIS-230.D: Fundamentals of Emergency Management\nIS-700.B: An Introduction to the National Incident Management System\nIS-120.C: An Introduction to Exercises\nIS-907: Active Shooter: What You Can Do\nIS-800.C: National Response Framework, an Introduction\nIS-235.C: Emergency Planning.\nDOE approved (or equivalent) Emergency Management CertificationCurrent DOE Q access authorization or;\nCurrent DOE Q access authorization or;\nMeet eligibility requirements that support obtaining a DOE Q access authorization, including either:\nA current DOE Q access authorization or equivalent current clearance, such as a Top Secret clearance; or \nEligibility for granting or reinstatement of DOE Q access authorization. This generally requires that the individual has been the subject of a federal background investigation that meets the scope and extent of a Single Scope Background Investigation and was conducted or updated by reinvestigation within the most recent five years.\nIn compliance with this state’s pay transparency laws, the hourly pay range for this role is $175,000- $225,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
