CONOPS workshops with Government stakeholders, mission owners, users, engineers, and operational personnel. \nTranslate mission needs and operational concepts into architectural drivers and technical requirements. \nConduct structured requirements analysis. \nDecompose high-level mission and business needs into functional, product, component, interface, security, data, performance, availability, and operational requirements. \nDevelop and review derived requirements needed to support system design, development, integration, testing, deployment, sustainment, and recovery. \nEnsure requirements are complete, unambiguous, actionable, measurable, testable, traceable, feasible, and sufficiently detailed for implementation. \nMaintain traceability among mission needs, CONOPS elements, architecture decisions, requirements, interfaces, designs, test criteria, and delivered capabilities. \nSupport development and maintenance of requirements-traceability matrices. \nDefine architecture-level acceptance criteria and verification approaches. \nIdentify and resolve requirement conflicts, gaps, ambiguities, duplication, and unsupported assumptions. \nConduct technical analyses and trade studies. \nEvaluate commercial, Government, custom-developed, cloud, platform, infrastructure, data, integration, and security alternatives. \nCompare alternatives using mission fit, technical feasibility, interoperability, security, scalability, performance, resilience, supportability, lifecycle, cost, schedule, licensing, vendor, and operational criteria. \nDocument alternatives, evaluation criteria, assumptions, findings, risks, dependencies, and recommendations. \nIdentify capability gaps, technology-integration opportunities, modernization options, and reuse opportunities. \nDevelop architecture decision records and obtain appropriate stakeholder review and approval. \nDefine system, application, service, data, security, deployment, and integration architecture. \nDevelop or oversee system context, logical, physical, deployment, data-flow, trust-boundary, sequence, component, and interface diagrams. \nDevelop and maintain System Design Documents and architecture-design sections. \nDefine architecture patterns, standards, reference models, design principles, and reusable technical approaches. \nReview technical designs for alignment with enterprise architecture, validated requirements, security standards, and operational constraints. \nDefine and document external and internal interface requirements. \nDevelop or oversee Interface Control Documents and Interface Design Documents. \nIdentify interface participants, protocols, data structures, message patterns, authentication methods, dependencies, service levels, error handling, versioning, and ownership. \nEvaluate API, event, batch, file-transfer, database, identity, network, and third-party integration approaches. \nCoordinate interface requirements with application owners, mission partners, external agencies, vendors, and technical teams. \nEnsure interfaces are designed for security, maintainability, observability, backward compatibility, and controlled evolution. \nDevelop scalability and extensibility approaches. \nAssess anticipated demand, mission criticality, transaction volume, data growth, concurrency, integration load, and performance requirements. \nDefine approaches for horizontal and vertical scaling, elasticity, capacity management, modularity, reuse, and controlled expansion. \nIdentify opportunities to reduce or retire unused or excess capacity. \nEnsure architecture supports sustainability, high availability, COOP, backup, recovery, and established service-level requirements. \nEvaluate single points of failure, capacity constraints, resilience gaps, recovery dependencies, and operational risks. \nDefine architectural requirements for monitoring, logging, alerting, supportability, fault isolation, and service restoration. \nDevelop technical inputs for rough-order-of-magnitude estimates. \nDefine architecture scope, assumptions, technical components, environments, interfaces, dependencies, licenses, infrastructure, cloud services, labor considerations, migration activities, testing, security, training, and sustainment needs. \nCoordinate with program and financial personnel to translate technical architecture into defensible ROM assumptions. \nIdentify uncertainty, cost drivers, risk allowances, implementation phases, and alternative approaches. \nDevelop or review Bills of Materials for required software tools, licenses, cloud services, infrastructure, and development resources. \nDevelop modernization roadmaps and transition architectures. \nDefine implementation phases, architecture increments, technical dependencies, sequencing, interim states, migration considerations, and retirement activities. \nSupport planning for transitions from legacy and on-premises capabilities to approved centralized, cloud, hybrid, or modernized environments. \nAssess migration readiness and identify architecture changes required before transition. \nSupport the design, establishment, use, and decommissioning of development, integration, testing, staging, and operational environments. \nEnsure preproduction environments adequately represent interfaces, dependencies,
