The Program Manager will serve as the contractor's single point of contact and authorized interface with the AAS Contracting Officer's Representative (COR) and the USMEPCOM Technical Point of Contact (TPOC) for all operational and technical matters.\nThis individual will provide overall leadership, management, and accountability for successful Task Order performance while overseeing the delivery of IT and mission support services. The Program Manager will establish and enforce work standards, oversee contractor personnel and subcontractors, manage schedules and operational priorities, resolve performance issues, and ensure all contractual requirements are executed efficiently and effectively.\nThe successful candidate will be a proven leader with exceptional program management, communication, and organizational skills who can successfully manage complex Federal IT programs with minimal Government direction while fostering a collaborative, customer-focused, and high-performing team environment.\nThis position is primarily remote; however, approximately 25% travel is required, with onsite support at USMEPCOM Headquarters in North Chicago, Illinois, for approximately one week each month.\n Note: By applying to this position, you acknowledge and consent to having your resume included in an active competitive Government contract bid. \nDuties & Responsibilities\nThe Program Manager will:\nServe as the contractor's primary interface with the AAS Contracting Officer's Representative (COR) and the USMEPCOM Technical Point of Contact (TPOC) for all operational and technical matters.\nProvide overall leadership, management, administration, and accountability for successful Task Order performance.\nEstablish, implement, and enforce work standards, operational procedures, and quality expectations across the program.\nAssign contractor schedules, establish priorities, and oversee day-to-day contract execution.\nReview work discrepancies and implement corrective actions to maintain high-quality service delivery.\nSupervise contractor personnel and coordinate activities across subcontractors to ensure integrated program execution.\nCommunicate organizational policies, objectives, priorities, and program goals to contractor personnel and subcontractors.\nPlan, coordinate, and execute complex IT and mission support activities with minimal Government direction and oversight.\nMonitor program performance, staffing, schedules, deliverables, and operational metrics to ensure contractual compliance.\nIdentify program risks and implement mitigation strategies to support successful contract execution.\nPrepare and deliver executive-level briefings, reports, and program documentation to Government leadership.\nFoster continuous process improvement, operational excellence, and outstanding customer service throughout Task Order execution.\nExercise sound judgment and decision-making authority to support mission success and customer satisfaction.\nQualifications\nClearance Requirement\nActive Secret Clearance required.\nEducation\nBachelor's degree in Business Administration, Information Technology, Computer Science, Engineering, Program Management, or a related discipline is preferred.\nExperience (Required)\nMust be an employee of the prime contractor.\nMinimum of seven (7) years of experience within the past ten (10) years serving as a Task Order Program Manager (TOPM) or Program Manager leading and delivering IT and mission support services.\nMinimum of five (5) years of recent experience planning and executing complex IT tasks and projects with minimal Government direction and oversight.\nDemonstrated experience managing contractor personnel, subcontractors, schedules, work assignments, quality standards, and overall contract performance.\nExperience serving as the primary interface with Government customers and senior leadership.\nDemonstrated ability to lead multidisciplinary teams supporting complex Federal IT environments.\nTechnical Knowledge\nKnowledge of IT program and project management principles and best practices.\nUnderstanding of operational planning, workforce management, quality assurance, and performance management.\nFamiliarity with Federal Government and Department of Defense contracting environments.\nProficiency with Microsoft Office Suite and standard project management and collaboration tools.\nStrong organizational, analytical, and problem-solving skills.\nCertifications\nRequired at Time of Hire\nCandidates must possess one of the following active certifications:\nProject Management Institute (PMI) Project Management Professional (PMP); or\nProject Management Institute (PMI) Program Management Professional (PgMP).\nRequired Within One Month of Employment\nCandidates who do not currently possess the following certifications must obtain them within one month of hire.
