The program supports the Air Force Nuclear Weapons Center’s ICBM Directorate and Air Force Global Strike Command, enabling the operation, sustainment, and security of the ICBM enterprise.\nThis position combines accountability for staffing, financial management, schedules, and contractual performance with leadership of requirements development, technical planning, implementation, and operational transition. As the primary contractor management interface with the Government, the Technical Lead and Program Manager will integrate multidisciplinary teams, resolve delivery issues, and improve IT service quality and cost efficiency.\nThis position is hybrid and features work onsite at Hill AFB, Utah. \nNote: By applying to this position, you acknowledge and consent to having your resume included in an active competitive government contract bid.\nDuties & Responsibilities\nThe Technical Lead and Program Manager will:\nLead program execution with accountability for technical, personnel, financial, schedule, quality, and contractual performance across assigned work packages and locations. \nServe as the primary Government management interface; align stakeholder priorities, communicate technical and business tradeoffs, and escalate issues requiring senior Government or corporate decisions. \nElicit and validate stakeholder needs; coordinate requirements decomposition and technical design with subject matter experts, establishing scope, deliverables, milestones, and acceptance criteria. \nDevelop integrated program and project plans, schedules, budgets, cost estimates, and performance measures; manage dependencies and competing priorities across concurrent initiatives. \nDirect Site Leads, technical teams, and subcontractors across service desk, infrastructure, system administration, cybersecurity, and asset management; assign responsibilities and mentor personnel. \nManage recruitment, onboarding, retention, succession, resource allocation, and surge support to maintain qualified staffing and continuity; obtain required approvals for staffing and work-package changes. \nOversee labor utilization, expenditures, forecasts, and task tracking; maintain accurate work-package and labor-hour records and implement corrective actions within funding and contractual constraints. \nLead technical implementation, testing, validation, and change coordination; review deliverables for completeness, requirements coverage, quality, and readiness for Government acceptance. \nMonitor service-level agreements and subcontractor performance; manage risks, issues, and corrective actions, including required Government notifications and approvals. \nEnsure timely Monthly Status Reports, financial reports, and other deliverables; lead Program Management Reviews covering progress, staffing, financials, risks, forecasts, and decisions needed. \nLead program transitions and project handoffs through closeout, including knowledge transfer, access coordination, documentation, training, configuration information, and operational support procedures. \nDrive approved improvements to productivity, service quality, and cost efficiency while ensuring compliance with security, information protection, records management, and Government property requirements. \nQualifications\nClearance Requirement\nActive Top Secret (TS) clearance required at time of hire, with eligibility for SCI access. \nEducation\nMust meet one of the following combinations:\nBS in Science, Management, Business, Business Administration, Project Management, Engineering, Information Technology, Information Systems, or a related field, plus 15 years of relevant experience. \nMS in one of the above or a related field, plus 12 years of relevant experience. \nPhD in one of the above or a related field, plus 9 years of relevant experience. \nExperience\nExtensive experience managing complex IT programs or federal contracts and integrating technical projects with shared personnel, budgets, schedules, and resources. \nExperience translating stakeholder needs into requirements and executable plans, coordinating technical design, and delivering outcomes against schedule, cost, and quality objectives. \nExperience directing multidisciplinary teams and subcontractors, managing workforce transitions, and maintaining continuity of Government support operations. \nExperience managing program financials, contract deliverables, performance reporting, risk, and quality improvement; briefing senior stakeholders and resolving competing priorities. \nTechnical Knowledge\nKnowledge of enterprise IT service delivery, including infrastructure, system administration, cybersecurity, service desk operations, and IT asset management. \nAdvanced knowledge of integrated scheduling, resource and cost management, requirements traceability, configuration and change management, testing, and operational transition. \nFamiliarity with federal contract administration, Government reporting, and security responsibilities in classified and controlled environments. \nProficiency with Microsoft Word, Excel, PowerPoint, and project management and task-tracking tools. \nKnowledge of ICBM programs and the acquisition lifecycle is preferred. \nCertifications \nProject Management Professional (PMP), Program Management Professional (PgMP), or an equivalent certification preferred. \nSkills\nStrong organization, attention to detail, follow-through, and ability to independently establish priorities and meet competing deadlines. \nEffective written and verbal communication, executive briefing skills, and emotional intelligence to build consensus and productive customer and team relationships. \nSound analytical judgment and problem-solving skills to balance technical performance, resources, schedule, cost, and risk while adapting to changing requirements. \nAbility to delegate, mentor personnel, protect sensitive information, and maintain accurate, auditable program records. \nOur Equal Employment Opportunity Policy\nEEO and Affirmative Action Policy: DecisionPoint Corporation is an Equal Employment Opportunity and Affirmative Action employer.
