We are currently recruiting an enthusiastic and motivated Coordinator, Contract Services to support the delivery of infrastructure and environmental programs in Halifax.\nThe Coordinator, Contract Services, arranges and prepares standard contracts for the Client-Partners (e.g. construction, professional services). The incumbent determines Client-Partner needs, provides advice on appropriate procurement approaches, reviews Client-Partner documentation, and arranges for the preparation and submission of documents to the responsible contract authority. The incumbent also makes recommendations to the contract authority about initiating procurement, process decisions and contract awards, and manages the Client-Partner relationship.\nKEY AND PERIODIC ACTIVITIES\nDuties and responsibilities listed below are representative but not all-inclusive:\nPrimary\nProvide advice to Client-Partners on all aspects of procurement\nReview Client-Partner information (e.g. specifications, financial details, security) and assemble for submission to the contract authority\nPrepare procurement documents\nReview tender submissions for compliance and facilitate proposal evaluations\nMake recommendations to the contract authority for approval (e.g. procurement initiation, process decisions, contract awards)\nNegotiate contracts with proponents\nRespond to inquiries from bidders\nCommunicate with Client-Partners and industry, including debriefing unsuccessful bidders\nPrepare Notices of Proposed Procurement\nDevelop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders\nEnsure quality standards are met, in line with corporate and Client-Partner expectations\nOther\nReview and approve initiation and award of contracts, within delegated signing authority\nParticipate, promote and sometimes lead procurement planning with Client-Partners\nManage risk\nOther duties as assigned\nSKILLS\nGeneral and Specific Knowledge\nBest practices, methods, trends and legislation in procurement\nDCC and Client-Partner procurement processes and procedures\nGovernment policies and trade agreements\nProject and risk management principles\nFormal Education and/or Certification(s) and Experience\nMinimum: college diploma in architecture, engineering technology or related field with four years’ relevant experience, or the equivalent\nAbilities\nUse applicable computer software and operating systems\nApply project and risk management techniques\nDEVELOPMENT AND LEADERSHIP\nProvide functional direction and advice to employees and to Client-Partners\nWORKING CONDITIONS\nTypical office environment with occasional travel\nSome work may be located on construction sites;
