This position supervises the Career Coach & Outreach Coordinator and the Job Developer / Business Services Representative, ensuring coordinated service delivery that supports participant recruitment, training completion, employment placement, and retention outcomes.\nThe Manager oversees program compliance, staff development, community partnerships, employer relationships, and performance reporting to strengthen DeKalb County’s workforce pipeline and expand access to high-quality employment and training opportunities.\nEssential Duties and Responsibilities\nProgram Leadership and Oversight\nProvide daily supervision, guidance, and performance management for the Career Coach & Outreach Coordinator and Job Developer / Business Services Representative.\nEstablish clear goals, workflows, and service standards aligned with WIOA and DeKalb WORKS program requirements.\nMonitor program operations to ensure coordinated participant recruitment, enrollment, coaching, job development, and placement activities.\nLead weekly team meetings to review caseloads, employer needs, outreach priorities, and participant progress.\nStaff Supervision and Development\nConduct regular one-on-one check-ins, performance evaluations, and professional development planning for supervised staff.\nProvide coaching on case management, employer engagement, outreach strategies, documentation accuracy, and participant support.\nEnsure staff maintain compliant participant files, employer records, and case notes within workforce systems.\nParticipant Services Management\nOversee intake, assessment, career planning, supportive service coordination, and job placement workflows.\nEnsure participants receive high-quality coaching, job readiness support, and referrals to training providers and supportive services.\nReview participant progress, credential attainment, employment outcomes, and follow-up engagement.\nEmployer Engagement and Job Development Coordination\nGuide employer outreach strategies and ensure alignment with local labor market demand.\nSupport staff in developing employer partnerships, identifying job openings, and coordinating hiring events, OJT opportunities, apprenticeships, and work-based learning placements.\nReview employer service records, placement outcomes, and sector partnership activities.\nOutreach and Community Engagement Oversight\nDirect outreach strategies to recruit eligible participants into workforce programs.\nOversee staff participation in community events, schools, libraries, faith-based organizations, and partner agencies.\nEnsure consistent messaging, distribution of outreach materials, and coordination of information sessions and workshops.\nProgram Compliance and Reporting\nEnsure adherence to WIOA regulations, DeKalb County policies, and workforce program guidelines.\nReview and approve participant files, employer documentation, cost commitments, and service records.\nPrepare program performance reports, recruitment summaries, employer engagement updates, and outcome dashboards for leadership.\nSupport audits, monitoring visits, and quality assurance reviews.\nCollaboration and Strategic Planning\nCollaborate with WorkSource DeKalb leadership, job developers, training providers, and community partners to strengthen workforce pipelines.\nParticipate in strategic planning, sector partnership development, and countywide workforce initiatives.\nIdentify opportunities to improve service delivery, expand employer partnerships, and enhance participant outcomes.\nMinimum Qualifications\nBachelor’s degree in workforce development, human services, business administration, public administration, education, or related field.\nMinimum of 3-5 years of experience in workforce development, case management, employer engagement, or program coordination.\nExperience supervising staff or leading teams preferred.\nKnowledge of WIOA workforce service models, employer engagement strategies, and labor market trends.\nStrong communication, leadership, and relationship-building skills.\nAbility to work effectively with diverse populations, employers, and community partners.\nProficiency with workforce case management systems and documentation standards.\nPreferred Knowledge\nFamiliarity with DeKalb County community resources and regional labor market sectors.\nExperience with work-based learning models, employer incentives, and sector partnerships.\nUnderstanding of supportive service strategies and barriers to
