The Control Permanent Officer is responsible for designing, executing, and overseeing the permanent control framework for the French entity in accordance with ACPR regulatory requirements. The role ensures that key risks in the AML/CTF area are effectively identified, monitored, tested, and reported through a robust control environment.
The successful candidate will perform control reviews and testing activities, assess the effectiveness of internal controls, track remediation actions, support regulatory inspections, and provide management with timely reporting on risk and control matters. The role requires close collaboration with business, Compliance, Risk, and Audit stakeholders to strengthen the overall governance and control framework.
Responsibilities
- Maintain, enhance and execute the Control Permanent Plan in line with French regulatory expectations and DB Group policies.
- Perform risk-based design and operational effectiveness testing with high quality, respecting agreed deadlines and applying the global testing methodology framework. Identify control weaknesses, perform escalations and monitor remediation actions.
- Organise and contribute to Risk, Compliance and Internal Control Committees: prepare and present periodic control reports, dashboards and management information pack and prepare committee minutes and follow-up actions
- Support regulatory inspections, including ACPR inspections and thematic reviews, and information requests as well as Internal Audit reviews relating to control framework topics. Coordinate responses to findings and recommendations.
- Promote a strong risk and control culture throughout the organization concerning regulatory expectations and internal control standards, develop awareness materials and communications on control-related matters and deliver control and risk-awareness training to business and support functions.
- Responsibilities may expand to cover Compliance or AFC Testing in other European DB locations, while remaining based in Paris.
Skills
- A university degree or other closely related professional qualification.
- 3 years+ of experience gained from AFC, Audit or other type of regulatory and second line controls background within the financial services industry.
- Good knowledge of banking/financial markets business environment and products. Excellent understanding and application of relevant French financial markets rules, regulation and legislation as well as of compliance risks and internal controls. Experience on assessing and/or testing the design and operating effectiveness of AFC frameworks is a plus.
- Excellent analytical skills with a strong attention to detail.
- Excellent writing skills, including the ability to describe complex issues clearly and succinctly in ways that are easily understandable by others.
- Strong communication and negotiation skills, both written and verbal and ability to align multiple stakeholders towards a common goal.
- Skilled MS Office user (Excel, Word, Powerpoint).
- Fluent in French and English.
