Responsibilities:\n\nSet procurement strategy and provide leadership: define category strategies, go to market approaches, and long-term roadmaps aligned to Bank objectives to maximize value and mitigate supply risk.\n\nDevelop and enforce procurement policy, governance and compliance: maintain policies, contracting frameworks and controls to ensure legal, regulatory (AML, anti-corruption, ESG, privacy) and audit compliance across all entities.\n\nLead end to end sourcing and contracting: manage RFI/RFP/RFQ processes, negotiate terms, draft/approve contracts and ensure contracts include clear SLAs, pricing protection and risk mitigation (e.g., FX clauses).\n\nManage supplier and contract lifecycle: select, onboard, evaluate and remediate suppliers; run supplier relationship management and dispute resolution to secure delivery, quality and continuity.\n\nDeliver cost savings and value realization: develop and track category cost saving models, optimise total cost of ownership and prevent value leakage for short and long-term deals.\n\nEnsure preferential procurement / supplier diversity compliance: develop and implement Preferential Procurement / local content plans (e.g., Buy Uganda Build Uganda – BUBU), maintain compliant supplier databases and drive measurable spend with approved diverse suppliers.\n\nOversee procurement operations, systems and catalogues: ensure efficient buying channels, procurement tools, catalogs and standardized processes are in place and consistently applied.\n\nStakeholder engagement and commercial partnering: proactively consult business units, Legal, Risk, Compliance, Finance and Operations to align requirements, manage crises and ensure timely delivery.\n\nPerformance measurement and reporting: define KPIs, monitor savings, supplier performance, compliance metrics and provide regular management reporting and insights.\n\nTalent, culture and governance leadership: build and coach a high performing team, set objectives, oversee the Procurement Committee, and promote a culture of ethical, client centric and results driven procurement.\n\nQualifications, Skills and Experience:\n\nEducation:\n\nBachelor’s degree in Procurement, Supply Chain Management, Finance, Business, Economics, or related field.\n\nCIPS or equivalent procurement certification is desirable.\n\nAdditional Details\n\nKey Success Measures:\n\nSourcing savings and cost avoidance achieved.\n\nPercentage of spend under category strategy.\n\nQuality and competitiveness of supplier panels.\n\nTimely completion of sourcing events.\n\nReduction in single-source and emergency procurement.Skills & Experience:\n\nAt least 5–7 years’ experience in strategic sourcing, category
