Dynamis provides full-spectrum exercise support services in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines for discussion- and operations-based exercises addressing all-hazards threat scenarios for critical infrastructure owners and operators. While the focus of the contract is to conduct exercises to test and validate plans and capabilities against physical security and natural hazard threats to critical infrastructure, Dynamis also supports exercises demonstrating the interplay of cybersecurity and physical security as they relate to critical infrastructure.\nThe PM is the principal interface for Dynamis with the government client, ensuring superior service and delivery excellence in support of exercise programmatic requirements. The PM will provide management, direction, administration, quality assurance, and leadership for this requirement, including overseeing a large team of subject matter experts (SMEs), exercise analysts, and support staff. This includes the management and oversight of all activities performed by Dynamis and subcontractor personnel to satisfy all requirements identified in the Statement of Work (SOW). \nLocation: The PM shall perform all work at Dynamis HQ in Falls Church, VA and client offices in Arlington, VA.\nResponsibilities:\nOversee project support services, including understanding client requirements, maintaining client relations, and managing performance. \nManage scope, cost, schedule, staffing, quality, and risk. including as cost controls, monthly reporting, and subcontractor management.\nImplement and track cost control measures when executing all tasks outlined in the SOW.\nEstablish and maintain technical and financial reports that clearly demonstrate progress of projects to government leadership. \nDevelop and provide a Monthly Status Report (MSR) by the 10th business day of each month to leadership and the COR, documenting program and project status, existing or potential problems, projected tasks and milestones and current cost projections.\nDocument all support requirements in a Project Management Plan (PMP) and deliver a detailed final PMP that outlines how the contract will be executed, monitored, and closed. \nMaintain and update the PMP, describing the technical approach, organizational resources, and number of personnel, key personnel, quality, milestones, and management controls to be employed to meet the cost, performance and schedule requirements throughout contract execution. \nMaintain, track, and provide for quality assurance of all deliverables, to include schedule and cost measures.\nMeet regularly with the fgovernment team and contractor team leadership\nBe available to the COR via telephone or email between 0800 and 1700 ET, Monday - Friday.\nRespond to all requests for discussion or resolution of technical problems within one business day of notification. \nNotify the COR, by email or telephone, of any vacation, sick leave or appointment that would make the PM unavailable to the COR within the days/hours listed. \nRequirements:\nSecret clearance\nU.S. Citizenship\nAt least 10 years of experience as a PM or Deputy PM on a government contract\nAt least 10 years of demonstrated experience managing scope, cost, schedule, staffing, quality, risk, and performance on a government contract\nExperience with Microsoft Office, including Word, PowerPoint, Excel, Outlook, and SharePoint\nExcellent oral and written communication skills\nLocated within 50 miles of Arlington, VA\nMust be able to obtain and maintain a U.S. driver’s license.\nPreferred:\nDHS suitability/public trust\nBachelor’s degree\nPMP certification\nHSEEP certification\nExercise planning experience\nExperience as an emergency manager, first responder, or similar field \nExperience with critical infrastructure owners and/or operators\nExperience facilitating senior-level federal workshops, planning meetings, or exercises\nSalary range: $125,000-155,000\nThe salary range for this position represents the anticipated hiring range.
