Dynamis provides full-spectrum exercise support services to CISA Exercises in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines for discussion- and operations-based exercises addressing all hazards threat scenarios for critical infrastructure owners and operators. While the focus of the Infrastructure Security Exercise Support Services contract is to conduct exercises to test and validate plans and capabilities against physical security and natural hazard threats to critical infrastructure, Dynamis also supports exercises demonstrating the interplay of cybersecurity and physical security as they relate to critical infrastructure as well as the National Cyber Exercise Program (NCEP).\nLocation: Dynamis HQ in Falls Church, VA and client offices in Arlington, VA.\nResponsibilities:\nServe as the primary contract planner for exercises \nServe as exercise facilitator for discussion-based exercises \nServe as senior exercise controller for operations-based exercises with a focus on safety and public security \nSupervise and review work conducted by more junior contract personnel \nDevelop products in support of lead government exercise planners \nAssist in the development of strategic reports and standard operating procedures \nAssist in the development and tracking of metrics \nRespond to Executive Secretariat Tasks as needed \nAssist with exercise scheduling and staffing as needed \nAssist with meeting support \nRequirements:\nU.S. Citizenship (must be able to obtain and maintain client suitability)\nBachelor’s degree\nMinimum of 10 years’ experience in designing, planning and executing HSEEP-aligned, Joint Exercise Lifecycle, or other Federally recognized exercise planning doctrine exercises, including the design and execution of operational exercises, specifically Full-Scale Exercises (FSEs) \nIn lieu of a Bachelor’s degree, 15 years of experience, of which a minimum of 5 years must be specialized in the designing, planning and executing HSEEP-aligned or Department of Defense comparable exercises, to include the design and execution of operational exercises specifically FSEs \nKnowledgeable in all applicable HSEEP exercise types \nExperience with the design, facilitation, and execution of both discussion- and operations-based exercises, specifically Tabletop Exercises (TTXs), Functionals, and FSEs \nLocated within 50 miles of Arlington, VA \nPreferred:\nDHS/CISA suitability \nHSEEP certification \nMEP certification \nKnowledge of the CISA mission and organization \nExperience as an emergency manager, first responder, or similar field \nExperience with critical infrastructure owners and/or operators \nExperience facilitating senior-level federal workshops, planning meetings, or exercises \nSalary range: $125,000-145,000\nThe salary range for this position represents the anticipated hiring range.
