The Regioanal Programme Lead will co-ordinate and review all functions of the regional capital project delivery teams to ensure effective delivery of the capital expenditure (capex) programme of works.\nThis key role is required to provide proactive business planning, stakeholder engagement, commercial co-ordination and assistance to the project delivery teams throughout the stage gates from initiation to handover.\nMeasures of Performance\nDelivery of the annual capital plan in line with budget\nCo-ordination and due diligence of each project teams monthly, quarterly and annual program scope and spend KPIs.\nDeliver on time, quality assured stage gate deliverables that enable projects to achieve and demonstrate maximum value for money against the business case.\nDrive realisation of health and safety, risk and value improvements and capital efficiency targets.\nEnable efficient Management Information - right first time, on time.\nInterface with procurement to deliver robust commercial and contract management that supports the aims of professional collaboration.\nInterface with Enablement Lead to deliver robust controls that supports the aims of professional collaboration.\nInterface with project and programme Stakeholders to to provide efficient and effective projects that represent value for money in line with the requirements of the business case.\nKey Responsibilities & Accountabilities (but not limited to):\nLong term Capital Projects programme strategy development.\nWork as key member of Capital Projects as part of a fully integrated Estates team to provide commercially assured projects aligned to group strategic objectives that represent value for money in line with the business case.\nAccountability for the multi-year regional programme planning, efficient and effective delivery execution and handover, stakeholder endorsements in line with group governance, programme assurance, reporting accuracy and effective coordination of the project teams. \nMentoring and training of all displicines as detailed in the Direct Reports to this Position section above. \nCo-ordination and due diligence of the project teams communication of the programme-wide monthly reporting including health and safety, schedule, cost, risk, design management etc.\nCo-ordination and due diligence of the project teams, responsible for:pre-contract activities related to budget setting, project planning, business case, utilisation of centralised frameworks and contracts whilst providing specialist programme management advice, guidance and recommendations to mitigate commercial risk.\npost contract activities to ensure efficient and effective project execution, commercial management and contract management is delivered throughout the projects and overall program.\n\nDrive consistency in the project delivery teams, facing challenges and driving continuous improvement.\nImplement and assure the Programme Management Plan for the projects. \nEnsure the Project Management Plan promotes the proactive management at each stage of the project lifecycle.\nLead the project delivery teams to support the procurement process and achieve best value by developing optimum delivery strategies into procurement plans and contract awards.\nSupport the Procurement Lead, performance framework and related processes to drive supplier performance and enhance collective capability across all projects.\nSupport an environment where the schedule and cost efficiency can be accurately tracked and managed.\nSupport the Enablement Lead, delivery processes and systems so that project, programme and commercial data is managed as a valuable asset and is developed to fully inform future benchmarking and estimating activities, bringing increasing confidence to the cost analysis and achievement of the business cases.\nSupport the Regional Commercial Manager and estimating teams to provide cost assurance and monitor the impact of design solutions against allocated budgets.\nManage the stakeholder change process and associated costs.\nHolistically manage Stakeholder relationships during development and handover.\nSupport Project Managers in the commercial management of construction contractors.\nSupport the development of a working culture that promotes engagement in unfiltered programme optimisation debate to foster an energised open collaborative approach with common understanding and goals.\nProvide pro-active management, strategic advice and guidance to the project teams on all change including proposed scope changes, recommending appropriate action in accordance with our change control systems and produce all required documentation for approval in accordance with levels of delegated authority including comparative estimates where required in a timely manner.\nIdentify and advise on all programme risk/issue events.\nSupport the quantification of the risks through the risk management process.\nSupport and efficient meeting structure and effective schedule and cost reporting for the projects to enable proactive project management activity. Provide and communicate programme-wide and project schedule and cost reports, HSE compliance, design compliance, governance and assurance, including stakeholder reviews and approvals.\nMonitor the project teams activities relating to project handover to ensure timely and effective engagement with Global Facilities to ensure efficient handover and transition to operations.\nGenerate and implement continuous improvement proposals.\nCapabilities:\nExtensive experience at Programme Manager & Assurance level\nExperience of leading teams delivering Large Scale Capital Projects and programmes\nExperience of programme management within the commercial property sector\nProgramme reporting and financial management experience\nDue diligence experience\nRisk and opportunity managtement experience\nCost estimating experience\nProject controls management experience\nCommercial controls management experience / familiarity\nDesign Management experience / familiarity\nPresenting at senior reporting meetings experience\nStrong people and communication skills\nLeadership skills\nKnowledge, Qualifications, Languages, Skills & Attributes\n15+ years in Programme Management roles.\nProfessional qualification to demonstrate suitability for role.\nDemonstrated success leading the planning, development and execution of a pipeline of capital works, ideally in the property sector. Experience leading real estate development projects in the commercial property sector preferred.\nDemonstrated success of working within project and programme teams in the planning, development and execution of a pipeline of capital works within the property sector.\nExperience of working within programme teams to achieve the planned benefits and business objectives.\nExperience in delivering region wide property development commercial management projects, ideally with experience in APAC.\nExperience in successfully collaborating with multiple stakeholders both internally in a matrix structure as well as externally, including programme delivery partners.\nDyson is an equal opportunity employer.
