Its mandate is to provide financial and related assistance to enterprises\n\nin the member States to make a positive contribution to socio-economic development in the region.\n\nEADB is today owned by the four Member States of Kenya, Uganda, Tanzania and Rwanda as well\n\nas other development and commercial financial institutions. The role\n\ninvolves supervising procurement activities, advising departments on procurement planning, and\n\nensuring adherence to procurement policies, donor guidelines, and applicable laws.\n\nKey Responsibilities and Job Dimensions\n\nKey Responsibilities\n\nProcurement Strategy and Planning\n\n Develop and implement the annual procurement plan.\n\n Consolidate procurement needs from departments and align them with budget provisions.\n\n Track progress against procurement plans and flag delays or risks.\n\n Develop and implement cost-saving strategies through proactive market research and\n\nanalysis across the Bank’s country offices, ensuring optimal value in procurement activities and\n\ncontract negotiation.\n\nProcurement Operations Oversight\n\n Review and approve requisitions, RFQs, bid documents, evaluation reports, and contracts\n\nwithin delegated authority.\n\n Lead the preparation of bidding and solicitation documents in line with applicable\n\nprocurement laws and donor requirements.\n\n Ensure transparent and competitive processes are followed in all procurement activities.\n\nContract Management\n\n Support negotiation of terms and finalize contracts in consultation with legal and technical\n\nteams.\n\n Monitor contract performance, ensure timely delivery of goods and services, and manage\n\nvendor relationships.\n\n Coordinate contract close-out procedures and performance evaluations.\n\nAsset Disposal Management\n\n Develop and implement asset disposal strategies aligned with organizational goals.\n\n Coordinate with user departments to assess asset condition and disposal needs.\n\n Identify assets due for disposal through coordination with inventory and asset management\n\nteams.\n\n Initiate asset valuation and recommend appropriate disposal methods (e.g., resale,\n\nauction, donation, recycling).\n\n Engage with external vendors, auctioneers, and recyclers to facilitate disposal processes.\n\nCompliance and Risk Management\n\n Ensure adherence to internal procurement policies and procedures, public procurement\n\nlaws, and donor guidelines (e.g., AfDB, World Bank).\n\n Support internal and external audits by providing relevant documentation and responding\n\nto queries.\n\n Identify procurement risks and recommend mitigation measures.\n\n Conduct vendor due diligence to verify their credibility and reliability.\n\nPrevious relevant work experience required\n\n• At least 7 years of relevant experience in procurement, with 3 years in a supervisory or\n\nmanagerial role.\n\n• Experience in public procurement or donor-funded institutions is an added advantage.\n\nThe full job description for the role is available at\n\neadb.org/vacancies/ .
