Shareholders of the EADB are Uganda, Kenya, Tanzania, Rwanda, the African Development Bank (AfDB), and other international financial institutions.\n\nJob Summary: To support in overseeing the Bank’s procurement function, ensuring that goods, services, and works are procured in a timely, cost-effective, transparent and compliant manner. The role involves supervising procurement activities, advising departments on procurement planning, and ensuring adherence to procurement policies, donor guidelines, and applicable laws. Key Responsibilities and Job Dimensions\n\nKey Duties and Responsibilities:\n\nProcurement Strategy and Planning\n\nDevelop and implement the annual procurement plan.\n\nConsolidate procurement needs from departments and align them with budget provisions.\n\nTrack progress against procurement plans and flag delays or risks.\n\nDevelop and implement cost-saving strategies through proactive market research and analysis across the Bank’s country offices, ensuring optimal value in procurement activities and contract negotiation.\n\nProcurement Operations Oversight\n\nReview and approve requisitions, RFQs, bid documents, evaluation reports, and contracts within delegated authority.\n\nLead the preparation of bidding and solicitation documents in line with applicable procurement laws and donor requirements.\n\nEnsure transparent and competitive processes are followed in all procurement activities.\n\nContract Management\n\nSupport negotiation of terms and finalize contracts in consultation with legal and technical teams.\n\nMonitor contract performance, ensure timely delivery of goods and services, and manage vendor relationships.\n\nCoordinate contract close-out procedures and performance evaluations.\n\nAsset Disposal Management\n\nDevelop and implement asset disposal strategies aligned with organizational goals.\n\nCoordinate with user departments to assess asset condition and disposal needs.\n\nIdentify assets due for disposal through coordination with inventory and asset management teams.\n\nInitiate asset valuation and recommend appropriate disposal methods (e.g., resale, auction, donation, recycling).\n\nEngage with external vendors, auctioneers, and recyclers to facilitate disposal processes.\n\nCompliance and Risk Management\n\nEnsure adherence to internal procurement policies and procedures, public procurement laws, and donor guidelines (e.g., AfDB, World Bank).\n\nSupport internal and external audits by providing relevant documentation and responding to queries.\n\nIdentify procurement risks and recommend mitigation measures.\n\nConduct vendor due diligence to verify their credibility and reliability.\n\nQualifications, Skills and Experience:\n\nMasters degree in Business Administration, Procurement, Logistics management, Supply\n\nChain Management is required.\n\nBachelor’s degree in Procurement, Logistics management, Supply Chain Management, Business Administration, or related field.\n\nProfessional Qualifications / Membership to professional bodies\n\nCIPS, CPSP, or equivalent professional certification is required.\n\nMembership in a recognized procurement professional body.\n\nPrevious relevant work experience required\n\nAt least 7 years of relevant experience in procurement, with 3 years in a
