Summary of the Position
ECRE is seeking a versatile, self-directed, and highly organized ITC/PTC Program Manager to drive the end-to-end lifecycle of our Investment Tax Credit (ITC) and Production Tax Credit (PTC) initiatives for our hydropower portfolio. In this role, you will serve as the single point of accountability, bridging cross-functional inputs, and owning the qualification work and the evidence set that makes each facility’s credits defensible.
While you will not be expected to be a tax code expert or a lead design engineer, you must possess enough technical fluency to understand hydropower project lifecycles, track vendor deliverables, interpret high-level IRS compliance requirements, and manage cross-functional timelines and budgets.
Main Responsibilities
- Credit Qualification Oversight: Serve as the single point of coordination for tracking and verifying all inputs, documentation, and milestones required to secure ITC/PTC qualifications.
- Audit & Diligence Readiness: Maintain a clean, contemporaneous qualification file for each facility that withstands tax-preparer, credit-buyer, insurer, and IRS review.
- Cross-Functional Coordination: Act as the central hub for a matrixed team, aligning inputs from supporting departments to support qualification requirements.
- IRS Compliance Alignment: Work alongside internal tax specialists to interpret high-level IRS requirements and ensure that project workflows capture the necessary evidentiary trail for tax compliance.
- Vendor & Deliverable Tracking: Monitor external vendor and contractor deliverables specifically tied to tax credit qualification requirements, ensuring reports, studies, and certifications are delivered on schedule.
- Schedule & Milestone Monitoring: Maintain a master program tracker to monitor critical path qualification milestones, ensuring that project execution timelines managed by the PM team align with tax deadlines and safe-harbor rules.
- Executive Reporting: Prepare clear, concise executive-level dashboards and status reports summarizing program health, qualification risks, and key decision points for leadership and ownership.
Required:
- Education: Bachelor’s degree in Engineering, Finance, Project Management, Business, or a related technical/analytical field.
- Experience: 3 to 8+ years of professional experience in energy project development, asset management, project controls, or renewable energy finance/tax credit compliance. Hydropower experience is a strong plus.
- Cross-Functional Fluency: Basic familiarity with energy tax credits (ITC/PTC) and an eagerness to learn IRS regulatory frameworks with the support of internal specialists.
- Equivalent combinations of education, training, and experience may be considered where appropriate.

- Accountability: Ability to take ownership of responsibilities and deliver expected results.
- Customer/Service Orientation: Ability to understand and respond effectively to customer or stakeholder needs.
This position does not have direct supervisory responsibilities.
Travel Requirements
This position requires occasional travel (~10%) as part of the job responsibilities if the hire is not located locally in Washington, DC Metro area.
Work Schedule Requirements
The typical work schedule for this position is Monday through Friday. This position is remote/hybrid and may require:
- Overtime as needed.
- Flexibility to adjust working hours based on business needs.
- The schedule and work hours may be adjusted based on organizational needs and the requirements of the position.
This position does not have direct supervisory responsibilities.

Salary disclosure: The anticipated salary range for this position is $105,000 - $150,000. Within the range, individual pay is determined by factors such as job-related skills, experience, relevant education or training, and work location.
