Through strategic investments, operational excellence, and continued growth, the company aims to expand its renewable energy platform and play a meaningful role in the transition to a cleaner, more sustainable energy future.\nSummary of the Position\nECRE is seeking a versatile, self-directed, and highly organized ITC/PTC Program Manager to drive the end-to-end lifecycle of our Investment Tax Credit (ITC) and Production Tax Credit (PTC) initiatives for our hydropower portfolio. In this role, you will serve as the single point of accountability, bridging cross-functional inputs, and owning the qualification work and the evidence set that makes each facility’s credits defensible.\nWhile you will not be expected to be a tax code expert or a lead design engineer, you must possess enough technical fluency to understand hydropower project lifecycles, track vendor deliverables, interpret high-level IRS compliance requirements, and manage cross-functional timelines and budgets.\nMain Responsibilities\nCredit Qualification Oversight: Serve as the single point of coordination for tracking and verifying all inputs, documentation, and milestones required to secure ITC/PTC qualifications.\nAudit & Diligence Readiness: Maintain a clean, contemporaneous qualification file for each facility that withstands tax-preparer, credit-buyer, insurer, and IRS review.\nCross-Functional Coordination: Act as the central hub for a matrixed team, aligning inputs from supporting departments to support qualification requirements.\nIRS Compliance Alignment: Work alongside internal tax specialists to interpret high-level IRS requirements and ensure that project workflows capture the necessary evidentiary trail for tax compliance.\nVendor & Deliverable Tracking: Monitor external vendor and contractor deliverables specifically tied to tax credit qualification requirements, ensuring reports, studies, and certifications are delivered on schedule.\nSchedule & Milestone Monitoring: Maintain a master program tracker to monitor critical path qualification milestones, ensuring that project execution timelines managed by the PM team align with tax deadlines and safe-harbor rules.\nExecutive Reporting: Prepare clear, concise executive-level dashboards and status reports summarizing program health, qualification risks, and key decision points for leadership and ownership.\nEducation & Experience RequirementsRequired:\nEducation: Bachelor’s degree in Engineering, Finance, Project Management, Business, or a related technical/analytical field.\nExperience: 3 to 8+ years of professional experience in energy project development, asset management, project controls, or renewable energy finance/tax credit compliance. Hydropower experience is a strong plus.\nCross-Functional Fluency: Basic familiarity with energy tax credits (ITC/PTC) and an eagerness to learn IRS regulatory frameworks with the support of internal specialists.\nEquivalent combinations of education, training, and experience may be considered where appropriate.\nCompetenciesThe successful candidate should demonstrate the following competencies:\nCommunication: Exceptional written and verbal communication skills, with a proven ability to distill complex technical and financial tracking into executive-ready reporting.\nProject Management: Demonstrated experience managing schedules, budgets, and matrixed or cross-functional team workflows.\nCollaboration: Ability to work effectively with colleagues, teams, customers, or partners.\nProblem Solving: Ability to analyze issues, identify solutions, and exercise sound judgment.\nOrganization: Ability to prioritize tasks, manage deadlines, and maintain accurate work.\nTechnical/Functional Expertise: Comfortable reading technical project documentation, engineering reports, and understanding the core components of renewable energy assets (hydro-specific knowledge is highly preferred).\nAdaptability: Ability to adjust to changing priorities, processes, or business needs.\nAccountability: Ability to take ownership of responsibilities and deliver expected results.\nCustomer/Service Orientation: Ability to understand and respond effectively to customer or stakeholder needs.\nSupervisory ResponsibilitiesThis position does not have direct supervisory responsibilities.\nTravel Requirements\nThis position requires occasional travel (~10%) as part of the job responsibilities if the hire is not located locally in Washington, DC Metro area.\nWork Schedule Requirements\nThe typical work schedule for this position is Monday through Friday.
