The successful candidate will have\ndemonstrated experience delivering large-scale P3 and Design-Build (DB) projects and be skilled in coordinating multidisciplinary teams, budgets,\nschedules, and bid development activities.\n\nKey Responsibilities\nThe Preconstruction Project Manager will be responsible for\nthe following:\nLead and manage the preconstructionprocess from project pursuit through contract award under the direction of\nthe Preconstruction/Bid Director.\n\nReviewprocurement documents, technical specifications, owner requirements, and\ncontractual conditions to identify risks, opportunities, and key project\ndrivers.\n\nCoordinatemultidisciplinary teams, including designers, estimators, engineers,\nconstruction personnel, and external consultants, to develop winning\nproject solutions.\n\nManagethe design development process, ensuring alignment between scope, budget,\nschedule, constructability, and client objectives.\n\nOverseethe development and validation of project budgets, cost estimates, value\nengineering initiatives, and cost-saving strategies.\n\nLeadconstructability reviews and execution planning to optimize project\ndelivery methodologies, sequencing, logistics, and risk mitigation.\n\nDevelopand maintain preconstruction schedules, key milestones, design\ndeliverables, permitting requirements, and critical path activities.\n\nCoordinatepermitting, utility relocations, stakeholder requirements, and agency\napprovals necessary for successful project execution.\n\nSupportprocurement strategies by identifying key subcontractors and suppliers,\nfacilitating pricing exercises, negotiating scope, and evaluating\nproposals.\n\nPrepareand review technical submissions, proposal content, commercial packages,\nrisk registers, and bid documentation.\n\nFacilitatedesign and coordination meetings with clients, joint venture partners,\nconsultants, subcontractors, and internal stakeholders.\n\nMonitordesign changes, scope evolution, and cost impacts throughout the\npreconstruction phase and provide regular updates to leadership.\n\nMentorand support junior preconstruction professionals, fostering technical\ndevelopment and best practices.\n\nBuildand maintain strong relationships with clients, consultants, partners,\nauthorities, and industry stakeholders.\n\nSupportP3 and Design-Build pursuits through strategic planning, proposal\ndevelopment, and collaborative project delivery approaches.\n\nRequirements\nBachelor'sdegree in Civil Engineering, Construction Management, Architecture, or a\nrelated discipline.\n\n10+years of progressive experience in preconstruction, project management,\ndesign management, estimating, or major infrastructure delivery.\n\n Provenexperience delivering large-scale P3 and/or Design-Build projects.\n\nStrongunderstanding of construction methods, project controls, risk management,\nprocurement strategies, and contract delivery models.\n\nExperiencemanaging multidisciplinary design teams and coordinating stakeholders\nthroughout the project development lifecycle.\n\nDemonstratedability to develop project schedules, budgets, risk assessments, and\nexecution plans.\n\nExcellentleadership, negotiation, communication, and stakeholder management skills.\n\nProficiencywith Microsoft Office Suite, Microsoft Project, Primavera P6, or\nequivalent project management software.\n\nStronganalytical and problem-solving capabilities with the ability to lead\ncomplex pursuits and initiatives.\n\nEligibilityto obtain applicable security clearances as required for project\nassignments.\n\nBenefits\n4 weeks of annual vacation;\nComplete group insurance program upon entry (health and dental components paid by the employer);\nGroup RRSP with employer contribution to a Deferred Profit-Sharing Plan (DPSP);\n24-hour access to a virtual doctor (telemedicine);\nTraining and development programs;\nEmployee assistance program;\nActive social club and health and wellness committee;\nDiverse, innovative, and stimulating environment;\nA company built on values of respect; integrity, and a job well done;\nFirm recognized as one of Canada's Best Managed Companies. \nIn accordance with applicable pay transparency legislation, EBC Inc. has included the expected salary range for this role, which is $125,000 - $175,000. Compensation within the range is determined based on relevant experience, qualifications, localization, and internal equity.
