The headquarters of the bank is in Lomé in the Togolese Republic.\n\nWe are recruiting a qualified person who is a citizen of the Community to fill the vacancy in the Professional Staff category:\n\nJob Title: Head, Treasury Division\n\nLocation: Lome, Togolese Republic\n\nJob Summary\n\nThe role involves providing strategic leadership and guidance to ensure effective treasury management.\nThe Head of Treasury Division is responsible for overseeing and managing all financial transactions, cash management policies, financial risk cover policies, securities portfolio management, borrowings, foreign exchange transactions, and approved signatures within the Bank.\n\nDuties\n\nDuty 1: Financial Transactions and Controls\n\nEstablish and enforce processes and controls for the execution of financial transactions.\nRegularly review transaction records to ensure accuracy, timeliness, and compliance.\nConduct periodic audits to assess transaction execution processes and identify areas for improvement.\nProvide guidance and support to staff involved in executing financial transactions.\n\nDuty 2: Team Support and Capital Subscriptions\n\nCollaborate with the General Accounting Division for accurate and timely processing of capital calls and payments.\nReview and validate subscription-related documentation and records.\nProvide guidance and support to the team responsible for monitoring Bank capital subscriptions.\nOffer training and development opportunities to enhance the team's skills in capital subscription management.\nEnsure timely and accurate payment of the Bank’s commitments to its lenders.\n\nDuty 3: Payments and Cash Management\n\nOversee the process of making payments and receiving cash payments for Bank activities.\nReview and approve payment requests, ensuring adherence to documentation and procedures.\nMonitor cash flow and liquidity management aligned with the Bank's cash management policy.\nEvaluate the effectiveness of the cash management policy and identify areas for improvement.\n\nDuty 4: Financial Risk Cover Policy and Portfolio Management\n\nReview risk cover mechanisms and strategies to safeguard the Bank's interests.\nMonitor and evaluate the effectiveness of risk cover policies, making recommendations for enhancements.\nSupervise the development and implementation of a comprehensive financial risk cover policy.\nEnsure proper assessment and mitigation of financial risks in line with regulatory requirements.\n\nDuty 5: Staff Workflow & Development:\n\nSupervise and work with staff to achieve departmental targets.\nManage the workflow of the staff in the division\nWork with staff to set SMART annual performance goals\n\nRequired Qualifications\n\nEducational Qualification:\n\nMinimum of a Master’s Degree in business administration, Finance, Accounting or an equivalent diploma in the field concerned.\n\nProfessional Experience:\n\nProven track record of successfully supervising and monitoring treasury operations, cash management, financial risk cover, and securities portfolio management\nMinimum of ten (10) years of professional experience, preferably in a similar role.\n\nKnowledge, Skills and Abilities:\n\nAbility to work effectively under pressure, meet deadlines, and use relevant financial and Microsoft Office applications.\nProven leadership, communication, interpersonal and team management abilities. \nSound understanding of international accounting standards and relevant regulatory frameworks. \nStrong analytical, problem-solving, decision-making and negotiation skills. \nStrong knowledge of financial instruments, treasury operations, liquidity, foreign exchange, and risk management. \nStrategic, results-oriented and innovative, with high integrity and attention to detail.\n\nOther Requirements:\n\nFluent in French and/or English and/or Portuguese, and proficient in one of the other two languages.\nBe a national of West African Countries; \nHave sound knowledge of computer tools (Word, Excel, Access and PowerPoint);\nMust not be above 45 years at the time of recruitment;\n\nSalary Grade\n\nGrade P5.\n\nHow to Apply\n\nInterested and qualified candidates should submit their Applications to:  using \"HEAD OF TREASURY DIVISION\" as the subject of the email.\n\nNote \n\nOnly shortlisted candidates will be invited for an interview.\nEBID reserves the right to withdraw the notified vacancy or offer the position at a lower grade.
