This role is responsible for program oversight, staff supervision, compliance with contract requirements, instructional support, and performance management. The Manager ensures high-quality customer service and measurable outcomes through effective coaching, data tracking, and operational excellence. The position requires a blend of program development, community engagement, case management oversight, and instructional facilitation.\nEssential Functions:\nProgram Oversight & Operations\nProvide day-to-day leadership to regional EARN program teams, ensuring effective service delivery, customer engagement, and contract compliance \nOversee program design, from enrollment through retention, including outreach, re-engagement, and customer flow strategies \nMonitor contract performance, operating expenses, non-expendable inventory, and staff utilization to ensure efficiency and effectiveness \nCoordinate billing, payments, and vendor relations related to program operations \nStay informed of local, state, and federal policy changes and implement programmatic adjustments as needed \nStaff Supervision & Development\nHire, train, and coach new and existing staff to meet performance and compliance standards \nConduct internal audits of case files and provide ongoing coaching to maintain data integrity and service quality \nFacilitate regular team meetings, performance evaluations, and quarterly goal setting \nCase Management & Compliance\nOversee participant case management practices, ensuring documentation is accurate, timely, and compliant with program regulations \nAnalyze and report performance data to funders and internal leadership, using findings to inform program improvements \nConduct internal file reviews and collaborate with staff on corrective actions where needed \nEnsure compliance with federal, state, and local guidelines \nPartnership & Communication\nServe as liaison to local Workforce Development Boards (WDB), DHS/CAO staff, and other external partners to share best practices, program updates, and technical assistance \nCollaborate with the WIOA Program Manager to identify dual-enrollment opportunities and resource alignment \nAttend local/state meetings and monthly BEP calls; updates and decisions with staff \nIdentify and maintain relationships with community partners to provide additional support services and opportunities \nContinuous Improvement\nAnalyze program and staff performance and lead efforts to improve service delivery, documentation, and participant outcomes \nDevelop and implement process flows and program documentation to support quality and efficiency \nLead re-engagement strategies for inactive participants \nOther opportunities as available \nEducation and Experience Requirements:\nBachelor’s degree in Human Services, Education, Business, or related field preferred; equivalent experience considered \nMinimum of three years of professional experience, including at least one year in a leadership or supervisory capacity \nStrong understanding of both TANF guidelines and compliance standards \nExperience with case management, career development, and group facilitation \nExcellent interpersonal, organizational, and communication skills \nProficiency in Microsoft Office Suite (especially Excel); experience with case management software is preferred \nValid driver’s license and reliable transportation required \nEDSI is an equal opportunity employer.
