The role supervises staff, leads school and community partnerships, and is accountable for service quality and program performance. The Program Manager (In-School Youth) works with EDSI leadership and the H-GAC Workforce Board to meet program goals and service standards.\nEssential Functions:\nOversee daily program operations and supervise Youth Career Advisor (In-School Youth) and the WBL Specialist.\nDevelop partnerships with school districts, colleges, community organizations, and employers, and coordinate partnership efforts across the three regions.\nSet outreach, recruitment, and enrollment targets; track progress and address performance gaps.\nOversee participant services, case management, and follow-up. Review files and program data for accuracy, timeliness, and compliance.\nTrack enrollment, retention, graduation, measurable skill gains, credentials, work-based learning (WBL) completion, postsecondary continuation, and employment outcomes.\nMonitor Summer Jobs applications, referrals, and conversion outcomes.\nOversee graduation transitions to education, training, employment, WBL, or Out-of-School Youth (OSY) services.\nLead senior-year career immersion activities and approve career exploration and employer engagement activities.\nMaintain consistent workflows and service standards across all regions, and use program results to improve services and operations.\nLead staff meetings, case reviews, and performance discussions.\nResolve participant, school, employer, and partner concerns escalated to program leadership.\nReport program performance to EDSI leadership and the H-GAC Workforce Board.\nEnsure staff follow EDSI and program policies and procedures.\nEducation and Experience Requirements:\nBachelor’s degree in education, workforce development, human services, business administration, or a related field preferred, or an equivalent combination of education and relevant experience.\n3-5 years of experience in workforce development, youth programming, education, human services, or a related field preferred.\nPrevious supervisory or program management experience required.\nExperience building partnerships with schools, community organizations, employers, or other stakeholders preferred.\nExperience monitoring program performance, participant outcomes, and service quality.\nStrong organizational skills and the ability to manage priorities across multiple service areas.\nStrong written and verbal communication skills with a range of stakeholders.\nProficiency in Microsoft Office, including Excel.\nValid driver’s license and clean driving record required.\nEDSI is an equal opportunity employer.
