Competency assessments may include interviews and verification of qualifications and experience.\n\nVerify that contractors provide competent personnel for HSE-critical roles, including Appointed Persons, Lifting Supervisors, and Emergency Response Teams, as applicable.\n\nConduct HSE pre-construction kick-off meetings with contractors in accordance with the Employer's requirements and agendas, and maintain effective coordination with both Contractor and Employer HSE representatives.\n\nSupport the Project Management Team in promoting a proactive safety culture and achieving project HSE objectives.\n\n Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Engineering, or a related discipline.\nProfessional certification in Health and Safety such as NEBOSH International General Certificate (IGC), NEBOSH Diploma, IOSH Managing Safely, or equivalent recognized qualification.\nMinimum 10 years of relevant experience in construction health, safety, and environmental management, including at least 5 years on large-scale building and infrastructure projects.\nPrevious experience working with engineering supervision consultants on major construction projects.\nThorough knowledge of Saudi Arabian occupational health and safety regulations, international HSE standards, and industry best practices.\nFamiliarity with ISO 45001 (Occupational Health and Safety Management Systems) and ISO 14001 (Environmental Management Systems).\nDemonstrated experience in conducting safety inspections, risk assessments, incident investigations, and implementing corrective and preventive actions.\nStrong communication and reporting skills with the ability to coordinate effectively with contractors, clients, and regulatory authorities.\nProficiency in preparing HSE reports, safety statistics, audits, toolbox talks, and compliance monitoring records.\nFluent in
