a qualified and experienced HSE Manager to join our team in the UAE.\nThe ideal candidate must possess a strong background in health, safety, and environmental management practices in large-scale themed entertainment and leisure development projects such as theme parks, water parks, public venues, attractions, recreational facilities, etc.\nKey Responsibilities\nHSE Leadership & Governance\nLead the implementation and continuous improvement of the project's HSE Management System.\nProvide strategic HSE guidance and support to the PMC team, contractors, and other stakeholders.\nPromote a proactive and positive safety culture through visible leadership, engagement, coaching, and performance monitoring.\nConduct project HSE meetings and provide professional HSE input to support safe project delivery.\nContractor HSE Management\nMonitor and ensure contractor compliance with approved HSE Plans, project procedures, contractual requirements, and applicable legal obligations.\nEvaluate, monitor, and manage contractors' HSE performance and behavioral safety standards throughout the project lifecycle.\nReview and approve contractor HSE documentation, including HSE Plans, risk assessments, method statements, emergency response plans, inspections, and audit reports.\nEnsure contractors communicate task-specific risk assessments and control measures effectively to their workforce prior to commencing activities.\nVerify that suitable and sufficient controls are implemented to eliminate or mitigate identified risks.\nRisk Management & Assurance\nProactively identify project risks and communicate findings to contractors and project stakeholders to ensure timely implementation of control measures.\nDevelop and implement comprehensive HSE assurance programs, including:Site inspections\nJoint inspections with contractors\nInternal and external audits\nFire and life safety audits\nManagement safety walks\nHSE performance reviews\n\nReview findings and ensure corrective actions are implemented and closed within agreed timeframes.\nIncident Management & Regulatory Compliance\nParticipate in incident investigations and root cause analyses, ensuring lessons learned and corrective actions are effectively implemented.\nEnsure all reportable incidents are notified and reported to relevant regulatory authorities in accordance with statutory requirements and project procedures.\nMaintain positive engagement with regulatory authorities and support project teams during inspections and official site visits.\nEnsure all project stakeholders comply with applicable federal laws, local regulations, ministerial orders, and client requirements.\nReporting & Performance Monitoring\nPrepare, review, and submit monthly HSE reports, including KPIs, leading and lagging indicators, trend analysis, and performance statistics.\nDevelop HSE alerts, bulletins, and awareness communications in coordination with Project Management representatives.\nMaintain accurate records and ensure all project-related HSE documentation is current and appropriately managed through project management systems such as Aconex, Asite, or equivalent platforms.\nHSE Administration & Documentation\nReview, approve, and maintain project HSE documents.\nEnsure all enforcement notices, audit findings, and inspection observations are tracked and closed out within agreed timelines.\nVerify that all required HSE permits, approvals, registrations, and NOCs remain valid and up to date.\n Bachelor's Degree in Engineering, Occupational Health & Safety or a related discipline.\nNEBOSH Diploma, NVQ Level 6, or equivalent internationally recognized HSE qualification.\nProfessional membership with IOSH, IIRSM, ASSP, or equivalent professional body preferred.\nMinimum 15 years of HSE experience within major construction projects, including at least 5 years in an HSE management role.\nDemonstrated experience on themed entertainment, theme park, water park, hospitality, leisure, or public venue projects.\nStrong knowledge of UAE HSE legislation, international standards, and industry best practices.\nWorking knowledge of ISO 45001 and ISO 14001 management systems.\nExperience working within PMC, Consultant, or Client-side is highly
