The role integrates port strategy, demand forecasting, terminal planning, marine access, cargo operations, landside infrastructure, logistics, and phased development planning to establish practical and commercially viable port master plans.\nThe Port Master Planner will work across feasibility studies, port development strategies, master plans, concept designs, business cases, and tender-stage assignments, coordinating closely with port authorities, terminal operators, shipping lines, engineering disciplines, economists, environmental specialists, and other stakeholders.\nKey Responsibilities\nPort Master Planning\nLead the preparation and review of port and terminal master plans for:Container terminals\nGeneral cargo and multipurpose terminals\nDry and liquid bulk terminals\nRo-Ro and automotive terminals\nFerry and passenger facilities\nIndustrial and logistics ports\nOffshore and marine service facilities\n\nDevelop port layouts covering marine and landside infrastructure, including:Navigation channels and approach areas\nPort entrances and breakwaters\nTurning basins and manoeuvring areas\nBerths, quay lines, jetties, and marine facilities\nTerminal yards and storage areas\nCargo-handling and operational areas\nPort roads and rail infrastructure\nGates and truck-processing facilities\nWarehousing and logistics areas\nUtility and support areas\nPort administration and ancillary facilities\n\nDevelop short-, medium-, and long-term development strategies and phased implementation plans.\nSafeguard corridors and development areas required for future expansion.\nMarine Planning\nEstablish requirements for:Navigation channels\nHarbour entrances\nTurning circles and manoeuvring areas\nAnchorage areas\nBerth pockets\nTug and pilot facilities\nNavigation aids\n\nDefine design vessel fleets and future vessel requirements.\nCoordinate with navigation simulation, metocean, coastal engineering, dredging, and marine infrastructure specialists.\nReview vessel manoeuvring and navigation simulation studies and incorporate findings into master plans.\nTerminal Planning\nDevelop terminal concepts based on cargo type, throughput, vessel characteristics, operational philosophy, and available land.\nEvaluate alternative terminal configurations and cargo-handling systems.\nDevelop equipment strategies considering systems such as:Ship-to-shore cranes\nRTGs and RMGs\nAutomated stacking systems\nReach stackers and terminal tractors\nMobile harbour cranes\nConveyors and bulk-handling systems\n\nDevelop yard configurations, circulation patterns, operational zoning, and equipment interfaces.\nConsider automation, digitalization, and future technology requirements in terminal planning.\nDeliverables\nThe Port Master Planner will lead or contribute to preparation of:\nPort master plans\nTerminal planning reports\nDevelopment strategy reports\nFeasibility studies\nCapacity assessments\nDemand and capacity models\nOperational concepts\nPort and terminal layouts\nDevelopment phasing plans\nInfrastructure requirements\nDesign vessel assessments\nCAPEX inputs\nOption evaluation matrices\nTechnical presentations\nTender and proposal documentation\n Qualifications\nBachelor's degree in Civil Engineering, Transport Planning, Maritime Engineering, Port Management, Logistics, or a related discipline.\nMaster's degree in Port Planning, Maritime Engineering, Transport Planning, Logistics, Maritime Economics, or a related discipline is advantageous.\nChartered Engineer, Chartered Transport Planner, or equivalent professional qualification is desirable.\nExperience\nTypically 10-15+ years of relevant professional experience, with significant experience in port master planning, terminal planning, maritime infrastructure, or port operations.\nDemonstrable experience preparing master plans for major ports or marine terminals.\nExperience with multiple cargo sectors is advantageous.\nStrong understanding of both marine-side and landside port operations.\nExperience working with international port authorities, terminal operators, consultants, developers, or major contractors is desirable.\nMiddle East/GCC port planning experience is advantageous.\nTechnical Knowledge\nStrong knowledge of several of the following areas is expected:\nPort master planning development phasing\nCAPEX and development economics\nPort automation and digitalization\nSustainability and decarbonization\nFamiliarity with relevant international guidance, including PIANC, UNCTAD, IMO, IAPH, BS/Eurocodes and applicable national and port authority requirements, is
