Position Purpose\nThe Working Capital & Treasury lead is responsible for leading all working capital components including Accounts Payable Accounts Receivable Cash Management Treasury operations WIP monitoring Payment Applications and construction-related bonding requirements.\nThe role ensures strong financial control optimised liquidity and efficient implementation of working capital KPIs across the business.\n2. Key Responsibilities\nWorking Capital Management\nFull ownership of AP AR and Cash operations.\n\nWeekly and monthly cash flow forecasting and liquidity planning.\n\nMonitoring DSO DPO Cash Conversion Cycle ageing analysis and overdue balances.\n\nEnsuring timely conversion of WIP and unbilled revenue into Payment Applications.\n\nTreasury & Banking\nDaily treasury operations: bank balances cash positions liquidity coverage.\n\nManaging banking relationships and ensuring compliance with facility terms.\n\nPreparation of short-term and medium-term cash flow forecasts.\n\nOversight of bank reconciliations and cash/bank postings.\n\nStrong involvement in construction treasury activities including:\nPerformance Bonds\n\nAdvance Payment Guarantees\n\nRetention Bonds\n\nBid Bonds\n\nGuarantees renewal tracking and cancellation coordination\n\nEnsuring bonds align with contract terms validity periods and client requirements\n\nEnsure full compliance with internal controls over payments and bank approvals.\n\nAccounts Receivable (AR) / Billing / WIP\nOversee billing cycles receipts reconciliations and customer statements.\n\nReview and control of Payment Applications certification status variations and retentions.\n\nCoordination with Operations on collections certification delays and project billing milestones.\n\nMonitoring DSO performance and implementing improvement actions.\n\nManaging credit risk and escalating overdue cases.\n\nAccounts Payable (AP)\nSupervise AP team for timely and accurate invoice processing.\n\nApprove supplier invoices reconciliations and payment batches in ERP.\n\nAlign with Procurement on payment plans GRN clearance and supplier priorities.\n\nReview AP accruals prepayments and month-end closing activities.\n\nIntercompany & Compliance\nManage intercompany recharges confirmations and reconciliations.\n\nSupport internal and external audits across AP AR Cash and Treasury.\n\nEnsure compliance with Group financial policies UAE VAT and IFRS working capital principles.\n\nTeam Leadership\nLead a team of 5-7 members (AP AR Cash).\n\nSet and track KPIs: DSO DPO Cash forecast accuracy WIP turnover.\n\nDrive process improvement automation and standardisation across working capital and treasury functions.\n\nQualifications: \nEducation\nBachelors degree in Accounting Finance Business or related field.\n\nACCA CPA CMA (full or part-qualified) preferred.\n\nExperience\n710 years of accounting experience with strong focus on working capital and treasury in construction industry.\n\nSkills\nStrong treasury knowledge including banking processes bonds guarantees and cash optimisation.\n\nSolid understanding of construction working capital drivers (WIP retention certification cycles).\n\nExcellent financial analysis skills (DSO DPO CCC).\n\nHigh attention to detail accuracy and control mindset.\n\nStrong communication and stakeholder management.\n\nAbility to lead teams and enforce deadlines and policies.\n\nMandatory:\nProven experience in construction/contracting treasury including bonds and guarantees (APG PB RB BB).\nStrong experience in AP AR billing WIP Payment Applications and cash flow forecasting.\n\nMinimum 3 years in a supervisory or chief accountant-level role.\n\nERP experience required;
