Must be able to obtain and maintain a US government security\nAbout ELB Learning\nELB Learning helps organizations improve employee performance through innovative learning technology, engaging content, and learning services. We work with organizations across industries to create meaningful learning experiences that drive business results.\nOur Public Sector team supports federal agencies, the Department of Defense, state and local governments, higher education institutions, and nonprofit organizations.\nAbout the Role\nELB Learning builds the tools, content, and services that help organizations train their people. Our Public Sector team serves federal agencies, the Department of Defense, state and local government, higher education, and nonprofits. In this market, execution is the product. Contracts carry fixed periods of performance, deliverable schedules, and compliance standards, and the customer judges us on whether the work lands on time and to standard.\nThe Senior Project Manager owns that execution. This is the second seat in the Public Sector organization and the operational center of the business. You will run delivery across every product and every account in the portfolio, from kickoff through renewal, so that what was promised in the contract is what the customer actually receives.\nThe SVP owns strategy, capture, and growth. You own everything that happens after the award.\nReporting and alignment\nThis role sits in the Delivery organization and reports to the Executive Vice President, Delivery, who owns the reporting line, career path, resourcing, and company wide delivery standards.\nThe role is assigned full time to the Public Sector business. Day to day priorities, account assignments, and customer commitments come from the Senior Vice President, Public Sector, who provides primary input on performance. Within Public Sector, this is the senior delivery seat and acts for the SVP on execution matters.\nWhat You Will Own\nDelivery across the portfolio\nOwn the master schedule for all active Public Sector projects, spanning authoring tools, learning management, simulation and immersive training, coaching, and custom content and services.\n\nDefine scope, milestones, and resource plans with the customer and with internal delivery teams, then hold both sides to them.\n\nRun intake for new work. Triage what lands where and confirm every commitment has a named owner and a date.\n\nEscalate early. Surface schedule, budget, and staffing risk before it becomes a customer conversation.\n\nCustomer operations and satisfaction\nServe as the operational point of contact for named Public Sector accounts after the sale is closed.\n\nRun the recurring customer rhythm: status reviews, milestone check-ins, and quarterly business reviews.\n\nTrack open items to closure across support, product, professional services, and finance so the customer never has to chase an answer.\n\nOwn renewal readiness from the delivery side. Every account should be healthy, documented, and defensible well before its renewal date arrives.\n\nFederal contract execution\nManage delivery against government contract vehicles, task orders, and purchase orders, including period of performance, deliverable schedules, and CLIN or CDRL level tracking where applicable.\n\nCoordinate with contracts, legal, and finance on modifications, option year exercises, invoicing milestones, and closeout.\n\nKeep compliance artifacts current, including Section 508 and accessibility documentation, security and privacy requirements, and agency specific standards.\n\nSupport capture and proposal efforts with delivery input: staffing plans, schedules, level of effort estimates, and past performance narratives.\n\nTraining delivery operations\nPlan and run instructor led training delivery, virtual and in person, including facilitator scheduling, session logistics, registration, rosters, and materials distribution.\n\nManage trainer to learner ratios, session capacity, and rescheduling against the customer training calendar.\n\nCollect and act on evaluation data. Turn participant feedback into corrective action before the next session, not after the program ends.\n\nCoordinate content updates with instructional designers and product teams so materials stay current with system and configuration changes.\n\nCross functional coordination\nWork across product, engineering, support, professional services, and finance to unblock delivery.\n\nTranslate customer requirements into work internal teams can actually execute, and translate internal constraints into language the customer can accept.\n\nOwn the handoff from sales to delivery so nothing is lost between the signature and the kickoff.\n\nOperating rhythm and reporting\nRun the operating cadence for the Public Sector team, including delivery standups and pipeline to delivery handoff reviews.\n\nProduce status reporting for internal leadership and for the customer, including monthly progress reports where the contract requires them.\n\nMaintain project documentation, lessons learned, and repeatable playbooks so the second delivery of a program is better than the first.\n\nSecond in command\nRepresent the Public Sector organization in internal reviews and customer meetings when the SVP is unavailable.\n\nServe as the senior delivery authority inside Public Sector, carrying priority and customer commitment questions to the SVP and resourcing, staffing, and delivery standard questions to the EVP of Delivery.\n\nMentor project coordinators and delivery staff as the team grows.\n\nDrive process improvement across the portfolio rather than one project at a time.\n\nWhat You Bring\nRequired\nBachelor degree in project management, business, education, or a related field, or equivalent experience.\n\nFive or more years managing projects end to end, including at least two years in a federal, DoD, or public sector environment.\n\nDemonstrated experience delivering training programs, learning technology, or professional services to government customers.\n\nWorking knowledge of how government contracting actually operates: task orders, periods of performance, deliverable schedules, and the line between what is in scope and what is not.\n\nProven ability to run multiple concurrent projects across different customers and product lines without losing the details.\n\nStrong written communication. You can produce a status report a government point of contact will accept without follow up questions.\n\nUS citizenship. Must be able to obtain and maintain a US government security clearance.\n\nPreferred\nActive Secret clearance or higher.\n\nPMP, CAPM, or equivalent project management certification.\n\nMilitary service or prior government service, including Guard and Reserve.\n\nExperience with learning management systems, authoring tools, or simulation and immersive training platforms.\n\nFamiliarity with Section 508 and WCAG accessibility requirements.\n\nExperience at a small or mid size company where the project manager also does the work.\n\nPreferred Qualifications\nExperience working with federal, Department of Defense, state/local government, higher education, or nonprofit clients.\n\nExperience with government contracts or projects with defined deliverables and compliance requirements.\n\nPMP, CAPM, or other project management certification.\n\nExperience managing learning, eLearning, instructional design, or technology implementation projects.\n\nFamiliarity with Agile, Scrum, or other structured delivery methodologies.\n\nExperience managing projects involving multiple vendors or external contractors.\n\nWhat Success Looks Like\nFirst 90 days\nEvery active Public Sector project is inventoried in one place, with owner, status, risk, and next milestone.\n\nYou have met the operational point of contact at each named account.\n\nThe delivery cadence is running on a fixed weekly schedule and leadership can see status without asking for it.\n\nFirst 12 months\nNo customer escalation reaches the SVP without a proposed fix already attached.\n\nRenewal readiness is documented for every account ahead of its renewal window.\n\nAt least one repeatable delivery playbook is in production use across more than one account.\n\nWhy This Seat?\nWork on meaningful learning projects supporting public-sector organizations.\n\nCollaborate with experienced learning, technology, and project professionals.\n\nWork in a remote and collaborative environment.\n\nHelp improve how organizations develop and support their people.\n\nJoin a team focused on creating measurable impact through learning and performance.","description_format":"text","description_chars":8932,"description_truncated":false,"requirements":{"experience_years_min":null,"management_years_min":null,"team_size_min":null,"manages_managers":false,"education":null,"security_clearance":true,"languages":[]},"benefits":[],"hiring_locations":[{"name":"United
