This position is designated as Key Personnel and serves as the senior on-site EMCOR representative with overall responsibility for contract performance, customer satisfaction, operational excellence, financial management, safety, quality, subcontractor oversight, and workforce development.\nReports To: Executive Director of Operations\nSupervision Exercised\nThe Program Manager provides direct Consultants\nAdministrative and Professional Support Staff\nThe Program Manager is responsible for developing leadership succession plans and mentoring management personnel to support contract continuity and growth.#EGS#LI-JC1\nEssential Duties & Responsibilities\nContract Leadership and Management\nServe as the senior EMCOR representative and primary point of contact. \nDirect all contract operations across multiple facilities. \nEnsure successful execution of all Performance Work Statement (PWS) requirements. \nEstablish operational priorities and allocate resources to achieve contractual performance objectives. \nLead strategic planning initiatives and continuous improvement efforts. \nMaintain accountability for customer satisfaction, operational effectiveness, and contract compliance. \nProvide executive-level briefings to EMCOR and government leadership. \nDevelop and implement operational policies, procedures, goals, and performance metrics. \nPromote EMCOR's \"Mission First, People Always\" culture throughout the organization. \nOperations and Maintenance Oversight\nOversee all facilities maintenance, engineering, custodial, and warehouse operations. \nEnsure safe and efficient operation of critical facility systems including: \nCentral utility plants \nHigh-pressure steam systems \nChillers and HVAC systems \nElectrical distribution systems \nFire protection and life safety systems \nBuilding automation systems \nPlumbing systems \nStructural and architectural systems \nMonitor preventive maintenance performance and work order execution. \nEnsure compliance with all federal, state, local, and customer-specific regulations and standards. \nEvaluate operational risks and implement mitigation strategies. \nFinancial and Business Management\nMaintain full Profit and Loss (P&L) responsibility for the contract. \nLead budget development, forecasting, and reforecast activities. \nReview labor utilization, productivity trends, and financial performance indicators. \nIdentify opportunities for cost savings and operational efficiencies. \nEnsure accurate financial reporting and cost tracking. \nOversee project planning, estimating, scheduling, execution, and closeout. \nWorkforce Leadership and Development\nDevelop, mentor, and retain a high-performing management and technical workforce. \nEnsure employees possess required licenses, certifications, and training. \nManage labor relations and collective bargaining agreement compliance. \nFoster a culture of accountability, professionalism, safety, and customer service. \nLead succession planning and workforce readiness initiatives. \nConduct performance planning and professional development discussions with management personnel. \nSafety and Quality Management\nEnsure strict adherence to safety policies and regulatory requirements. \nPromote a proactive safety culture throughout all operations. \nOversee implementation of quality assurance and quality control programs. \nReview safety trends, quality findings, and corrective action plans. \nEnsure compliance with contract performance metrics and Quality Assurance Surveillance Plans (QASP). \nCustomer Relations\nEstablish and maintain strong relationships with all stakeholders. \nLead recurring customer meetings, performance reviews, and strategic planning sessions. \nAddress customer concerns and implement corrective actions when required. \nEnsure timely and effective communication with customer leadership.\nQualifications\nRequired Experience\nMinimum seven (7) years of progressive management experience leading multiple departments or large technical organizations in a complex facilities environment. \nMinimum five (5) years of facilities operations and maintenance management experience. \nProven experience managing large federal, institutional, healthcare, higher education, or critical infrastructure contracts. \nProficiency with Maximo is highly desired. \nMust have excellent communication and listening skills and the ability to communicate with various levels within the organization. \nMust demonstrate and extremely high level of attention to detail and the ability to take initiative and adapt quickly to changing requirements. \nMust possess the ability to work under the pressure of multiple deadlines, managing and coordinating multiple projects, sometimes during off-hours. \nFormal presentation/briefing skills are required. \nMust possess and consistently demonstrate a Mission First, People Always mindset. \nEducation and
