We offer a unique combination of government experience and facilities expertise that has helped us earn a position as one of the country’s leading integrated service providers.\nJob Summary\nEMCOR Government Services is seeking a Chief Facility Engineer (CFE) to lead and manage our facilities and grounds operations supporting an intelligence community customer in the National Capital Region (NCR) The CFE is a key member of a team of dedicated and talented professionals in delivering a wide range of Base of Operations Services (BOS) support - such as installation and and facility operations, maintenance and repair (OM&R); engineering support, logistics support; and, project management, as well as others - at facilities located in the Washington National Capitol Region (NCR).\n*** This position is contingent upon contract award. ***\n Essential Duties and Responsibilities include:\nServes as the principal manager responsible for the overall management and operation of the mechanical, life safety, electrical, and plumbing systems comprising BOS facilities and grounds.\nOversees Computer Aided Design (CAD) drawing development activities and reviews CAD products to ensure developed drawings and associated documentation are accurate and complete.\nOversees contract operations related to all building management systems, including the Computerized Maintenance Management System (CMMS), Building Automation System(s) (BAS) and Electrical Power Monitoring System(s) (EPMS).\nEnsures the proper and timely application of Government and local regulations, codes, standards, policies and procedures related to BOS facilities operations and management.\nWorking closely with the client, gains an understanding of their needs and requirements and communicates them and the appropriate performance standards to the contract staff and supporting vendors.\nEstablishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.\nDevises ways to improve the full spectrum of the BOS delivery process to ensure high-quality goods and services are delivered on time and within budget.\nDevises, improves, and reviews performance specifications and procedures for facilities operations products, services or processes, and trains the staff to use them.\nEnsures legal obligations are followed and ensures compliance with regulatory bodies and with health and safety guidelines.\nOversees product and service delivery procedures to identify any deviations from quality standards; recommends and/or implements corrective action such that products and services meet or exceed expectations.\nKeep accurate documentation and, when necessary, perform analysis of activities and processes to improve contract performance.\nPro-actively seeks feedback from clients, attends meetings, submits reports, and assists both internal and external auditors and inspectors.\nSecurity Clearance Requirement: Top Secret SCI with Polygraph\nQualifications\nBachelor’s degree from an accredited university in Mechanical, Civil Engineering, or equivalent field.\nCurrently licensed as a Professional Engineer (PE) in (1) one of the 50 U.S. states, U.S. Territories or Possessions. Licensure as a Professional Electrical Engineer (EE) or Mechanical Engineer (ME) is preferred. \nMinimum of ten (10) years of experience managing and operating facilities and systems of similar size, scope, and complexity.\nHighly developed leadership, management, supervisory, interpersonal, analytical and communication skills (oral and written).\nDemonstrated ability to lead and manage teams and subcontractors in diverse and dynamic environments under high-pressure situations and with short notice taskings.\nStrong technical knowledge of all facilities operations and maintenance, and repairs (OM&R), including complex mechanical, electrical, and plumbing systems, structural systems, vertical transportation and critical facilities operations.\nDemonstrated experience with managing construction projects - large scale capital planning and improvement projects.\nDemonstrated proficiency in Project Scheduling applications such as MS Project and Smartsheet.\nProject Management Professional (PMP), highly desired, or equivalent specialized experience with Project Management tools and techniques (e.g., Program Management Professional (PgMP)) is highly desired.\nKnowledge of process improvement models (e.g., Lean Six Sigma, ISO, etc.) is a plus. \nEqual Opportunity Employer\nAs a leading provider of mechanicaland electrical construction, facilities services, and energy infrastructure,we offer employess a competitive salary and benefits package and we are always looking for individuals with the talent and skills required to contribute to our continued growth and sucess.
